Fresno, CA (flexible location within the bank's footprint)

Job Summary and Scope of Responsibility: Under direction of the Audit Committee, lead the development, adoption and ongoing management of the internal audit program in alignment with Board objectives and risk tolerance, federal/state regulatory requirements, and the Bank's expectations for operational integrity and ethical practices. Ensure the audit program complies with the Standards for the Professional Practice of Internal Auditing.

Essential Duties & Responsibilities: With or without reasonable accommodation must be able to perform all essential job functions as described below.

  • Collaborate with the Audit and Management Committees on a regular basis to identify and update business risks and control issues. Lead the development and management of an Audit Program that addresses these concerns with appropriate strategies, internal controls, and timely reporting. Conduct ongoing evaluations of the Program's effectiveness and provide regular updates to the Audit and Management Committees.
  • Lead the development and management of internal audit activities, policies, procedures and practices, as required by regulation, the Bank's business objectives, and as specified under the Standards for the Professional Practice of Internal Auditing. Coordinate and attend periodic meetings and inspections at the location of the audit.
  • Monitor the implementation of management's corrective action plans and perform follow-up audits as needed.
  • Oversee Request for Proposals (RFPs) for the selection of external auditors. Collaborate with business units to determine the scope of the work. Negotiate contracts and engagement agreements. Monitor the auditor's performance related to service agreements; to include budget management. Coordinate the resolution and evaluation of any findings or control concerns.
  • Coordinate and oversee compliance with the Sarbanes-Oxley (SOX) Act and manage the bank's SOX Program. Collaborate with key department managers to identify financial risks and design mitigation controls. Oversee the scheduling of testing and evaluate the effectiveness of controls. Oversee the documentation of risks, controls, testing and reporting.
  • Serve as primary contact for the bank's external audit firm.
  • Research industry trends, regulatory updates and accounting standards that relate to the Audit and SOX Program objectives and performance. Evaluate the impact and recommend updates to the Program, as applicable. Collaborate with key constituents to implement approved updates.
  • Coordinate and support financial and accounting fraud investigations.
  • Provide guidance during strategic planning or due diligence activities related to internal control matters that support financial soundness and decision-making.

Minimum Qualifications to Perform Essential Functions
Knowledge, Skills and Abilities:

  • Comprehensive knowledge of the Standards for the Professional Practice of Internal Auditing.
  • Comprehensive knowledge of the Sarbanes-Oxley Act and related activities.
  • Strong knowledge of FDIC, DFPI, CFPB, and FRB banking regulations.
  • Strong financial accounting skills and knowledge of the business processes and systems necessary to execute work.
  • Strong mediation skills and constructive approach to conflict resolution.
  • Ability to work independently and collaborate effectively as a team member.
  • Good judgement, decision making and problem-solving skills.
  • Professional demeanor and verbal communication skills.
  • Effective business writing and presentation skills.
  • Aptitude for detail and organization.
  • Ability to manage complex department budget.
  • Strong quantitative and qualitative analysis skills.
  • Ability to achieve and maintain required licenses, registrations or certifications.
  • Computer proficiency, including internet browsers and Microsoft Office Suite products.
  • Proficiency at speaking, reading and writing English.

Experience and/or Education:

  • BA degree in accounting or related area, or an equivalent combination of education, training, and experience.
  • Seven years of experience with finance and accounting business processes to include auditing in a publicly-traded company or top tier professional services firm.
  • Experience selecting and managing audit resources.
  • Experience managing regulatory exams and interactions.
  • Experience leading work teams and facilitating desired outcomes.
  • Experience designing effective control models that facilitate mitigation of material risks.
  • Experience managing multiple, simultaneous projects involving material business processes.
  • Ten years of experience leading internal audit activities at a financial institution, preferred.
  • Knowledge of auditing information systems and systems design, preferred.

Travel/Physical Demands:

  • Ability to travel to client and business event locations (driving requires continuous possession of a valid driver's license and the minimum level of auto insurance).

Excellent benefits package for eligible employees and their families. Competitive salary BOE in the range of $149,000 - $219,000 Annually.
