HJF is seeking a Senior Operations Manager (Data & Evaluation) to lead, plan, schedule, design, carry out, and evaluate large and complex programs and projects for the Center for the Study of Traumatic Stress, and primarily National Guard Programs- Integrated Primary Prevention and Behavioral Health Programs. This position is the data and evaluation lead for analyses needed across multiple programs.

The incumbent Must be able to demonstrate ability to develop, implement, and assess social science, prevention, and behavioral health program evaluation plans. Provides expertise in mental health care assessment, programmatic, and scientific management and delivery. Develops and supervises projects, new technologies, and protocols, and investigates the feasibility of applying a wide variety of scientific principles and concepts to potential program strategies, products, and solutions. Responsibilities represent a larger scope of work, requiring collaboration with other Operations leads across programs and with external partners. Oversees a Data and Evaluation team, serving as a guide, mentor, and coach. This is the middle level of a three position Operations Manager series. Distinguishable from the lower level as Manager has more independence and uses greater initiative from Director.

This position will be in support of the Uniformed Services University Department of Psychiatry, Center for the Study of Traumatic Stress located in Bethesda, MD.

The Center for the Study of Traumatic Stress (CSTS) is one of the nation's oldest and most highly regarded, academic-based organizations dedicated to advancing trauma-informed knowledge, leadership and methodologies. The Center's work addresses a wide scope of trauma exposure from the consequences of combat, operations other than war, terrorism, natural and humanmade disasters, and public health threats as well as risk and protective factors associated with suicidal behaviors. CSTS is a part of our nation's federal medical school, Uniformed Services University (USU), and its Department of Psychiatry. These affiliations represent the Center's history, mission and future directions as a major contributor to our country's understanding of the impact of trauma and the advancement of trauma-informed care. The Department has active research programs in the Basic and Clinical Sciences and Neurosciences. In addition to intramural research projects, the Department maintains active research funded by the National Institute of Mental Health, National Institute of Drug Abuse, National Science Foundation, the Department of the Army and the Department of the Air Force. The department has ongoing collaborations with the Walter Reed Army Institute of Research, is sponsor of the Center for the Study of Traumatic Stress and provides psychiatry residency training through its affiliations with Walter Reed National Military Medical Center, National Naval Medical Center and Malcolm Grow Air Force Medical Center and the National Capital Area Graduate Medical Education Consortium.

Responsibilities

  • Serves as operations lead and consultant to coordinate tasks/timelines/project milestones across multiple teams and shapes workflow and priorities.
  • Primary lead responsible for: 1) gathering, developing, evaluating, analyzing, interpreting, maintaining pertinent data and information; and 2) communicating all appropriate details to leadership and staff members.
  • Supervises, trains, advises, and guides project coordinators, research assistants, and technical staff throughout the program lifecycle, focusing on the strategic direction of the projects. Takes corrective action as needed.
  • Serves as Lead Data and Evaluation Representative for all strategic partner engagements and presentations, including planning and executing initial and continuing engagement with identified components, commands and units' leadership and staff members.
  • Conducts program evaluation, development, administration, and implementation efforts to support CSTS in areas of prevention and public health.
  • Supports and participates in planning, creation, and submission of proposals and agreements as requested.
  • Ensures activities and programs have sound, realistic, and appropriate metrics to show their efficacy and purpose.
  • Participates in the planning, design, and implementation of program evaluation activities primarily related to assigned programs.
  • Conducts comprehensive literature reviews related to Program initiatives, and synthesizes findings and emerging trends to inform the development and enhancement of CSTS prevention and intervention strategies.
  • Uses qualitative and quantitative tools and techniques to inform data management, manuscript preparation, and assessments, and to assess program effectiveness, identifies areas for improvement, and makes data-driven recommendations
  • Develops briefings, reports, and articles for a variety of audiences, to include technical experts, senior leadership, and lay persons.
  • Supports team and stakeholders in identifying key issues to enhance the quality and effectiveness of monitoring and evaluation activities.
  • Prepares and delivers reports and briefs to all appropriate leadership and staff members for information, guidance, support, recommendations and decisions.
  • Maintains the history of program information and operations using tracking and reporting software.
  • Plans and facilitates with key persons to develop and execute implementation and data collection specific to that unit.
  • Prepares and delivers data, information, guidance, review, and decision reports and briefs to all appropriate personnel, including leading the planning, execution, and oversight of research projects, including program development and assessment.
  • Demonstrates detailed knowledge of state-of-the-art principles and theories.
  • Prepares publication-ready manuscripts, finalizes reports, and makes major contributions to scientific literature and conferences.
  • May perform other duties and responsibilities as assigned or directed by the supervisor, including participating in required training for role.

Supervisory Responsibilities

  • Assigned Lead: May recommend the following: employee hiring, disciplinary action, and starting salaries; provide input on employee performance evaluations.

Qualifications

Education and Experience

  • Bachelor's Degree required, Master's Degree preferred.
  • Minimum of 9-10 years experience required.

Required Knowledge, Skills and Abilities

  • Significant health and military systems knowledge.
  • Significant analytical, organizational, coordination, and negotiation skills.
  • Thorough knowledge and understanding of DOD organizational structure, community, training requirements, safety requirements and culture.
  • Working knowledge and understanding of a variety of software programs, including, but not limited to, Microsoft Office software programs, proposal/project tracking, and data analysis software.
  • Knowledge of applicable highly complex scientific procedures and techniques.
  • Ability to troubleshoot technical procedures.
  • Ability to work independently and supervise others.
  • Demonstrated knowledge and experience in conducting social science/public health program evaluation.
  • Familiarity with and knowledge of fundamental principles of project management.
  • Excellent interpersonal skills, including the ability to clearly communicate verbally and in writing, build and maintain teams, and identify and resolve problems.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Prior experiences in public health and prevention strongly preferred.
  • Must have knowledge of key evaluation principles and measurement.
  • Competency in a variety of data analysis and survey design software.

Work Environment

  • This position will take place primarily in a office setting.

Compensation

  • The annual salary range for this position is $100,500-$186,600. Actual salary will be determined based on experience, education, etc.
