THE POSITION

The Pennsylvania Treasury Department has an exciting opportunity for a new or experienced attorney seeking a career opportunity in the fields of contract, investment management, program administration, and administrative law. Offering a manageable and predictable work/life balance, Treasury is seeking an attorney to complement its Office of Chief Counsel team.

The Office of Chief Counsel is the in-house legal representative and advisor for entire Department and the State Treasurer, an independently elected statewide constitutional officer. The Office of Chief Counsel includes four attorneys, two internal investigators, and the Bureau of Internal Audits. The Office of Chief Counsel also administratively oversees the Board of Finance and Revenue and the tax attorneys that work within that office.

Treasury plays a critical role in state government operations, acting as the custodian, investor, and disburser of funds for nearly all state agencies. DESCRIPTION OF WORK

As an Associate Counsel, you will work on behalf of and represent the State Treasurer and the Department. Responsibilities will include learning Treasury operations and related legal issues, representing the Department and its bureaus in administrative proceedings, case litigation and in matters before the state General Assembly. As a Treasury attorney you will be assigned legal tasks commensurate with your experience and demonstrated ability.

In this position, you will work under the direction of a supervising attorney in a team-oriented, collaborative environment that currently offers a hybrid work from home opportunity. This position may qualify as a public service job for student loan forgiveness purposes. Treasury regularly provides reimbursement for required law license and relevant continued legal education opportunities. Parking is included. Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, mandatory three days a week in the office and work from home (telework) up to two days a week. Management may discontinue the telework arrangement at any time, for any reason. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Graduation from an accredited school of law and certificate of admission to the Bar of the Supreme Court of Pennsylvania; or
  • Completion of all preparatory steps and application to become a member of the Bar of the Supreme Court of Pennsylvania.

Post Employment Requirement:

  • Applicants must be certified for admission to the Bar of the Supreme Court of Pennsylvania and must maintain membership on a continuous basis during employment.

Additional Requirements:

  • You must have admission to Bar of the Supreme Court of Pennsylvania.
  • You must have graduated from an accredited school of law.
  • You must have experience using Microsoft computer applications such as Word, Excel, and Outlook or the ability to learn relevant software applications (examples: SharePoint, OnBase, PeopleSoft, etc.) to perform job duties.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Possession of a current license to practice law in Pennsylvania
  • Full-time professional legal experience
  • Completion of post-graduate coursework in law
  • Experience in Civil Pleading and/or administrative law practice
