DESCRIPTION:

Under the direction of the assigned manager, perform complex technical budgeting and accounting responsibilities and duties; perform a variety of complex accounting, budgeting, financial review for compliance reporting; to ensure adherence to District policies and procedures and applicable laws, rules, and regulations; and to perform a variety of complex technical tasks and projects relative to assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS:

This is the advanced journey level classification in the Fiscal series and is the first step in the professional series. Positions at this level are distinguished from Fiscal Analyst, Fiscal Technician and Fiscal Assistant by the level of responsibility assumed, complexity of duties assigned, with independent judgment and problem-solving. Fiscal Specialists are assigned budget access and prepare journal entries.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from an assigned supervisor.
May receive functional and technical oversight from upper-level fiscal staff.

Responsibilities and Duties

  1. Process payrolls and update payroll accounts; pay healthcare invoices.
  2. Develop budgets, prepare complex standardized reports with assumptions and projections; and prepare and enter non-recurring journal entries related to assigned areas.
    Manage and monitor subsidiary ledgers for accuracy and reconcile to the financial system; monitor grants and prepare related reports.
  3. Perform a variety of fiscal duties in the review, analysis, planning, and adjustment of designated Funds and restricted programs; perform non-standardized reconciliations and journal entries.
  4. Perform complex reconciliations utilizing preliminary transactional reviews to ensure accuracy, (i.e. Bank reconciliation/Balance sheet).
  5. Serve as a technical resource for staff, outside agencies, and others concerning financial operations and compliance reporting; respond to inquiries, resolve issues, process invoices for grants, conflicts and discrepancies and provide technical information within assigned area of responsibility.
  6. Interpret and assure compliance with District policies, procedures and practices relating to assigned areas; ensure compliance with all legal and regulation requirements; evaluate and recommend procedure improvements.
  7. Work closely and advise staff regularlywork with management for budget and financial review; participate in the development and delivery of training and presentations to groups in an informal setting.
  8. Review and validate the work of lower-level fiscal staff for accuracy and adherence to department coding standards.
  9. Update and maintain the Chart of Accounts according to area of responsibility.
  10. Perform complex tasks associated with project-based initiatives such as quarterly financial reporting, interim and annual audits, and budget development.
  11. Perform internal audit reviews and validation of financial records in the general ledger; provide internal control verifications for assigned areas.
  12. Provide financial information for program audits and coordinate with independent auditors as needed to ensure compliance with federal and state regulatory requirements.

Qualifications

Knowledge of:

  • General principles and practices of technical accounting and budgeting using Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) statements, and the California Community College's Chancellor's Budget and Accounting Manual (BAM).
  • Principles and practices of restricted and categorical funding, fund accounting, public sector budgeting, reporting, and auditing.
  • Standard office procedures, methods and equipment.
  • Principles, policies, guidelines, regulations and laws of various State and Federal agencies governing the fiscal administration of a Community College District.
  • Computerized financial and management information systems used for the fiscal administration of a Community College District.
  • Financial research, data collection and report writing.
  • Coding and reporting standards; District policies and procedures applicable to area of assignment.
  • Pertinent Federal, State and local laws, codes and regulations.

Ability to:

  • Develop and apply sound budgeting and accounting methods to a variety of financial transactions and problems.
  • Prepare accurate technical and standardized budget and accounting reports and projections.
  • Interpret, explain, and apply District, County, State and Federal policies, regulations and laws governing the fiscal operations of a Community College District.
  • Effectively problem-solve, analyze information and data with multiple variables.
  • Develop short-range limited financial planning models.
  • Communicate clearly and concisely, orally and in writing.
  • Deliver presentations and training to staff in an informal setting.
  • Work in a team environment, under pressure, and meet deadlines.
  • Think critically, use sound independent judgment, be detailed oriented, and understand impact of decisions.
  • Work independently with minimal supervision.
  • Organize and schedule work to maximize efficiency.

EDUCATION AND EXPERIENCE:

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Education:

Bachelor's degree from an accredited college or university in accounting, business administration or a related field with at least 20 units of bachelor level accounting coursework.

Experience:

Three years' experience performing professional level budgetary or accounting work preferably in an educational or public agency.
