Kalman & Company is seeking to hire an experienced Fielding Coordinator for an offsite position supporting a government client.

Primary Responsibilities:



  • The contractor shall serve as a liaison between the requiring office, Combat Developer, various manufacturing/support contractors, and other program offices based on their knowledge of, and experience with, the processes required to design, field, and sustain Chemical and Biological Defense (CBD) and Emergency Management (EM) equipment at installations both within the Continental United States (CONUS) and Outside the Continental United States (OCONUS), and within the mission and organizational structure.
  • The contractor shall travel approximately 75% to support the Government.
  • The Contractor shall submit to the JPM CBRN SOF any proposed public press release, article, paper, report, or presentation materiel at least 45 days prior to the desired information release date.
  • The contractor shall prepare a quarterly report and briefing on program status (Program Management Review - PMR). The briefing shall include a limited review of the major points from the written report.
  • The contractor shall provide presentation/briefing material to the PM for approval at least five (5) calendar days before distribution or presentation, unless otherwise specified.
  • The contractor shall deliver a draft copy Test Plan to the Government NLT forty (40) calendar days prior to the Test Event, if tasked. The final copy Test Plan shall be delivered to the Government NLT ten (10) calendar days prior to the Test Event.
  • The contractor shall provide JPEO-CBRND with Combatant Command and International CB operational research support to include:

    • Conducting up to 28 CB detection and response capability site visits / assessments to facilitate development of acquisition and sustainment plans for five sponsor-identified stakeholders.
    • Evaluating and collaborating with JPEO-CBRND in development of candidate Chemical and Biological Detection and Response materiel and non-materiel solutions.
    • In collaboration with JPEO-CBRND, assist in the development of roadmaps and strategies to integrate Chemical and Biological Defense solutions.


  • The contractor shall perform CBRN Equipment Assessment, Training, and Support with the following specific subtasks included:

    • Conduct up to twenty-eight (28) site visit/assessments of CBRN units and organizations in support of JPEO-CBRND programs in sponsor-approved partner nations. Assessments shall be comprehensive in nature and follow a DOTMLPF-P process.
    • Assessments may include CBD response training events to validate operator proficiencies and identify materiel and non-materiel capability gaps.
    • Develop and refine materiel CONOPS, procedures, and protocols.


  • The contractor shall coordinate fielding activities with the gaining services, which may require traveling to the receiving unit locations to act as the program office representative during the fielding process and conducting an on-site 100% inventory and functional check of all equipment as deemed necessary by the Program Manager and assigned Logisticians.
  • The contractor shall perform fielding analyses for programs in order to provide input into Materiel Fielding Plans (MFPs), Materiel Fielding Agreements (MFAs), and development of system support packages.
  • The contractor shall update, track, and report the status of support strategies, fielding documentation, provisioning plans, and other integrated logistics support (ILS) documentation.
  • The contractor shall track fielding events by maintaining an up-to-date fielding schedule for all systems and negotiate equipment fielding schedules with all appropriate parties.
  • The contractor shall participate in pre-fielding teleconferences and meetings to ensure all gaining unit questions are answered and program office requirements are met.
  • The contractor shall conduct continuation training, instruct on equipment use, operation, and capabilities. Conduct CBRN equipment training, instruct on CBRN donning, doffing and contamination mitigation procedures.
  • The contractor shall develop lesson plans for training, safety, and other required programs.
  • The contractor shall provide input to support development, update of training materials and technical orders, and user guides pertaining to the transition of fielded systems.
  • The contractor shall conduct New Equipment Training (NET) and/or Mobile Training Team (MTT) refresher training to deploying forces at CONUS and OCONUS sites in coordination with the Fielding Team(s).
  • The contractor shall coordinate and execute fielding In-Process Reviews (IPRs) on a scheduled basis.
  • The contractor shall identify any issues with fielding events and recommend solutions.
  • The contractor shall prepare issue documents and fielding reports for higher headquarters assessing reliability of fielded systems based on maintenance or field surveys.
  • The contractor shall maintain an electronic library of:

    • Fieldings for property accountability and compliance with policy and Department of Defense (DoD) regulations.
    • Contract deliverables, ensuring that the deliverable review process is completed monthly.
    • Current maintenance manuals and Technical Orders associated with equipment.
    • Maintain custodial files for accounts such as but not limited to supply and equipment, test measurements and diagnostic equipment.




  • The contractor shall participate and represent the program office in various Integrated Product Teams (IPTs).
  • The contractor shall participate in or conduct scheduled meetings to confirm and verify the status of systems fielded and their sustainment activities.
  • The contractor shall review, process, coordinate comments on, and track action items from various meetings.
  • The contractor shall research and respond to fielding inquiries and tasks.

    • The contractor shall coordinate the design, procurement, packaging, kitting, shipping, tracking, and installation of various Chemical Biological Defense (CBD) and Emergency Management (EM) equipment at CONUS and OCONUS installations.
    • The contractor shall monitor, track, and maintain records of the changes of equipment installations.
    • The contractor shall work in conjunction with team leads to develop a weekly Significant Activity Report and provide that to the Joint Project Manager (JPM), Deputy JPM, and/or the Assistant JPM.




Minimum Requirements:



  • Us Citizenship
  • An Active Secret Clearance is required.
  • Prior experience with Chemical Biological Defense (CBD).
  • Prior experience developing Material relating to CONOPS, procedures, and protocols.
