Summary:
Oversees day-to-day activities of assigned programs, ensuring that appropriate care and services are available to patients and families, and ensuring adequate and appropriate clinical staffing. The Program Manager will work closely with the Hemophilia Treatment Center (HTC) Medical Director in the overall management and setting of directions and priorities in the Center. Organize and oversee the daily operations of clinical and support staff. Assure compliance with regulatory and training requirements to ensure quality health care for this complex patient population. The manager will provide leadership in clinical problem solving and foster effective communication and teamwork. This position will also interface with the Hereditary Hemorrhagic Telangiectasia (HHT) program, as well as the UNC Hemophilia Pharmacy, to promote and maintain high standards of customer service and cost-efficient operations between the HTC and the Pharmacy. Serve as contact for the HTC Network Regional Coordinator and the Regional Medical Director regarding management of federal grants, projects, and regional goals. This position will collaborate with stakeholders in the bleeding and clotting disorders to include HHT providers, pharmaceutical manufacturers, specialty pharmacies, patient advocacy groups, and community agencies. Responsibilities include planning and administration, managing financial development, monitoring and reporting program progress to ensure fulfillment of the program objectives.
Responsibilities:
1. Analysis: Analyzes and resolves complex issues to maximize efficiency. Ensures all proper internal controls are in place to safeguard the assets of the system and satisfies internal and external regulatory requirements. Develops and monitors operating and capital budgets.
2. Communication and Relationships: Works with peers to identify and analyze opportunities for improvement. Implements processes to identify, develop, and ensure standardization decisions occur with minimal disruption to patient care or administrative activities and creates solutions.
3. Supervisory: Supervises a team of program staff members. Manages program team project portfolio and maintains productive relationships with program sponsors and key stakeholders.
4. Financial and Business Planning: Provides analytical and strategy support for the assigned program. Performs analytics, provides business insight into implications of findings, develops business plans, and recommends opportunities for improvement.
5. Program Administration: Plan, coordinate, and administer activities of assigned program to include developing, implementing, and administering related procedures, processes, services, and systems.
6. Strategic Planning: Interface with units and teams within the organization to effectively communicate strategies, successfully elicit support, and provide assistance in implementing those strategies.
Clinical program excellence:
* Ensures the delivery of high-quality, multi-disciplinary services to patients. This includes oversight of the development of patient and/or staff training materials.
* Manages outreach clinics throughout the State. This includes developing contracts and exploring telemedicine alternatives.
* Develops metrics in collaboration with the data coordinator to measure the success of clinical programs. Analyze data and make program changes as needed.
* Develop and manage a patient advisory board to provide input on the development of clinical, educational, and support programs.
* Coordinate the establishment of standardized educational materials for patients served by the center.
Federal / Regional Hemophilia Grants Management:
* Manages the center's overall relationship with CDC, MCHB/HRSA, ATHN, HoG, to maintain the center's status as a federally qualified hemophilia program and a leading national center of excellence in bleeding and clotting disorders.
* Collaborate with 340B program and finance representatives to ensure proper use and reporting of all program income funds generated through the 340B pharmacy program.
* Identify and implement the mandated service provisions, data submission requirements and quality/outcome measures required/outlined in the agreement(s).
* Perform self-assessments, coordination of on-site assessment visits and other activities at the direction of the MCHB regional administrator
* Organize and oversee the daily operations of clinical staff within the HTC and HHT Center.
Partnership:
* Prioritize external partnership opportunities that result in the transition of patients to the program.
* Work with local, regional foundations/programs that support patients with bleeding/clotting disorders and encourage staff to participate in camp, walks, gala and other fundraising opportunities.
* Participate actively in national organizations that support patients with bleeding/clotting disorders

Education Requirements:
* Bachelor's degree in Accounting, Business Administration, Finance, Health Administration or related field.
Licensure/Certification Requirements:
* No licensure or certification required.
Professional Experience Requirements:
* Five (5) years of program/project management experience. If Master's degree, three (3) years of program/project management experience.
