Overview

The Vermont Public Service Department (PSD) is hiring an Outreach Program Manager to support and coordinate public outreach and communications related to state energy policies and programs. This role involves developing outreach plans for specific initiatives, organizing and promoting events, facilitating public engagement, and creating educational materials.

The Outreach Program Manager will also analyze and report on outreach efforts to help connect public input with technical data-informing future program and policy decisions. This position works closely with internal and external partners and plays a key role in building strong relationships across the energy landscape.

Based in the Regulated Utility Planning Division, the Outreach Program Manager will contribute to a wide range of projects. These include policies on electric generation and distributed energy resources, energy planning across the electric, thermal, and transportation sectors, and work on legislative proposals and State Energy Office programs.

The ideal candidate will bring:



  • Strong experience in stakeholder engagement, marketing, public relations, and communication strategies
  • Skill in synthesizing input from diverse audiences to inform program design
  • Excellent written and verbal communication abilities, including public speaking
  • The ability to quickly understand and clearly explain technical information
  • Proficiency in Microsoft Office programs
  • Experience developing surveys and interpreting website analytics
  • Strong organizational skills with the ability to manage multiple tasks and meet deadlines with flexibility



The Public Service Department can request a hire-into-range salary offer for qualified candidates and supports the continued professional development of its employees. The Department is located in walkable downtown Montpelier and is accessible by public transit. Telework and flexible work schedules will also be considered, but in-person work will be required.

Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are performed primarily in a standard office setting, with required travel to field locations and out of state travel for which private means of transportation must be available. Evening and weekend duty may be necessary. Meetings with interest groups and the public will occur, including meetings with irate members of the public which will require good human relations skills and tact.

Minimum Qualifications

Two (2) years or more of professional experience in a wide range of communication and outreach duties such as stakeholder engagement, marketing, emergency/risk/crisis communication, public relations, graphic design, audio/visual production, designing and managing the organizations social media and other communication and networking activities.

Preferred Qualifications

Bachelor's degree or higher in public relations, communications, marketing, graphic design, or related field.

Professional or volunteer experience in a field related to equity, social justice, and/or diversity/inclusion.
