Portland General Electric is seeking a strategic and people-centered HR leader to strengthen how we support, enable, and engage our workforce. As Director of People & Culture, you will lead core HR business enablement functions and serve as a trusted advisor to senior leaders-ensuring our people strategies are aligned with business needs and that our employee experience is consistent, connected, and high-impact.

This role currently oversees HR Business Partners and Culture & Engagement, with a focus on aligning support across all levels of the organization. Over time, this work will contribute to a more holistic, integrated HR delivery model that improves the experience for both leaders and employees while driving greater efficiency and consistency.

KEY RESPONSIBILITIES:

Strategic HR Partnership & HR Business Enablement
Serve as the lead HR partner to senior leaders, advising on talent strategy, leadership transitions, organizational support, and performance management. Lead a high-performing HR Business Enablement team to proactively deliver operational and strategic guidance across the business. Coordinate with subject matter experts from Centers of Excellence to ensure a seamless and efficient HR experience for the business. Oversee and evolve business-facing HR support models for scalability and long-term impact.

Culture & Engagement
Oversee company-wide efforts to strengthen culture, foster belonging, and enhance employee engagement. Develop and scale systems and programs that support recognition, inclusion, and leadership behaviors that reflect PGE's Guiding Behaviors. Use listening strategies and engagement data to continuously inform and adapt the strategy.

Change Leadership & Consultation
Provide strategic consultation to leaders navigating business transformation, organizational shifts, or evolving team needs. Bring a strong change leadership mindset to help align stakeholders, manage transitions, and enable adoption of new structures, strategies, and ways of working. Apply change management best practices to support enterprise and team-level shifts that impact people, process, or culture.

Cross-Functional Collaboration
Partner across People & Culture to translate business goals into aligned, actionable people strategies. Serve as a senior voice within HR to drive alignment, innovation, and consistency across the employee lifecycle.

Operational Excellence
Manage budgets, resources, and compliance requirements for areas within scope. Ensure HR practices support regulatory obligations and internal policy standards. Use data and insights to monitor effectiveness, guide continuous improvement, and inform decision-making. Contribute to the broader People & Culture leadership team in building a best-in-class HR organization at PGE.

QUALIFICATIONS:

  • Bachelor's degree in Human Resources, Business, or related field; MBA preferred

  • 15+ years of progressive HR experience, including leadership in HR business partnering and/or enterprise people programs

  • Proven ability to advise senior leaders and influence enterprise-level strategy

  • Strong understanding of engagement, culture, and the full employee lifecycle

  • Collaborative, systems-oriented leader with exceptional communication skills

  • HR certification (SPHR, SHRM-SCP, or equivalent) preferred

COMPETENCIES:

  • Expert-level knowledge of human resource management principles, policies, and practices

  • Advanced capability in organization design, change enablement, and cross-functional leadership

  • Strong influencing and stakeholder management skills at executive levels

  • High level of emotional intelligence, cultural competence, and business judgment

  • Comfort navigating ambiguity, building trust, and leading through transformation

Compensation Range:

$172,550.00 - $320,450.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
