Position Description

*This position is restricted to current City of Minneapolis employees only*
Act as a departmental resource for interagency coordination, deal with conceptual ideas and projects, coordinate initiatives and programs and identify issues that will affect the Public Works Department.
Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.
The City of Minneapolis does not sponsor applicants for work visas.

Job Duties and Responsibilities

* Function as a liaison between Public Works and other departments and agencies (e.g., CPED, Park Board, Planning, Regulatory Services, Hennepin County, etc.) developing contacts to anticipate and assist in identifying issues where coordination with Public Works will be required. * Represent Public Works at meetings with other agencies to identify and clarify questions and issues so that appropriate technical staff can be brought in to resolve problems on interagency efforts and projects. * Collaborate with other interagency coordinators and represent Public Works on task forces and committees formed to address specific citywide problems. * Assist Public Works staff to prepare options and solutions to assist in interagency efforts and projects. * Function as liaison and process navigator by identifying and resolving issues, questions, and concerns about policy proposals, business matters, and other items in the legislative process. * Prepare written reports and materials for presentations. * Represent Public Works at Park Board, CPED, Planning Commission and Council Committee meetings to identify areas where Public Works involvement will occur and answer questions on activities and plans. * Monitor status of ongoing projects and issues involving Public Works and report back to the Division Directors. * Advise Division Directors on commitments that have been made, how their divisions will be involved and ensure that these commitments are accomplished. * Manage all aspects of participation in specific interdepartmental projects from issue identification to implementation. * Develop and implement issue-specific communication plans and strategies to effectively communicate with appropriate partners and stakeholders (media, citizens, elected officials and other agencies). * Participate in the formation, evaluation and analysis of departmental long range and strategic plans.

Required Qualifications

Minimum Qualifications: Bachelor's Degree in Engineering, Planning, Urban Design, Public Administration, Business Administration, a closely related field or equivalent (Master's preferred) Minimum Experience: Five years experience performing duties related to those listed Equivalency An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
Licenses/Certifications: Valid Drivers License

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience 100%. It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score 70% on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.
Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

* Thorough knowledge of Public Works operations, policies, procedures, goals and priorities. * Ability to build effective working relationships to facilitate free and open information exchange. * A commitment to excellent writing and verbal communication and the ability to assess messaging for different audiences. * Microsoft Office skills sufficient to creating: Word documents, Excel spreadsheets, charts & diagrams, PowerPoint presentation as well as Smartsheet forms and contact tracking. * Excellent interpersonal communication and negotiation skills. * Good presentation skills. * Ability to plan and manage projects with multiple players and diverse issues. * Demonstrated ability to work collaboratively and independently, handling multiple tasks simultaneously. * Ability to write clear and understandable reports presenting options and recommendations.
