DESCRIPTION OF WORK

In this role, you will engage in advanced technical tasks related to Roadway Programs Management. You will assist in the evaluation, analysis, and development of maintenance responsibilities within the Westmoreland County Maintenance Organization. Your efforts will contribute to fostering a user-friendly, customer-oriented office environment by ensuring a high standard of service for both internal and external stakeholders.
You will engage in complex technical tasks related to the evaluation, analysis, and enhancement of roadway management and maintenance operations, adhering to the guidelines set forth by the Roadway Management System (RMS) and Plant Maintenance within the county's maintenance framework. Your responsibilities will also include assisting in the procurement and coordination of bulk roadway maintenance materials, such as aggregates, bituminous products, liquid bituminous, sodium chloride, and anti-skid materials. Additionally, you will prepare, certify, and oversee bids, as well as draft specifications and requests for quotes through eProcurement and eMarketplace platforms. Collaborating closely with approved vendors, you will facilitate the purchase of necessary materials and services, while also preparing and monitoring contracts and participating in the contract awarding process. Furthermore, you will review the Contractor Responsibility Program to ensure that the selected bidder meets all Commonwealth obligations and does not have any performance-related issues. - Full-time employment
- Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
- Work hours may vary during winter operations
- Telework: You will not have the option to telework in this position.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as a Roadway Programs Technician 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- One year of experience in analysis of data utilized in planning and scheduling of work, materials and equipment, and an Associate's Degree in the field of Business Administration, Computer Science, Highway Engineering Technology or closely related program; or
- Any equivalent combination of experience and training.
