Tailored Services Manager - Tribal

The Technical Expert II (TE II) is the in-house senior content/subject matter expert for the National Tribal Child Welfare Center for Innovation and Advancement (NTCWCIA) Tailored Services. The TE II will supervise a team of TE I's in the functional role of Tribal Liaison, delivering Tailored Services to title IV-B and IV-E Tribes. In collaboration with other TEs and project leadership, the TE II serves as a team leader responsible for ensuring the design and delivery of all training and technical assistance (T/TA) as well as deliverables for the NTCWCIA Tailored Services projects. The TE II supervises, coaches and guides the Tribal Liaisons in the support and implementation of effective, high quality TTA/ and communicates with the NTCWCIA project leadership and the Children's Bureau per the established project guidelines.

Fundamental Requirement: The TE II must have experience in working with Tribal Child Welfare systems and in Tribal communities. The TE II must have a passionate commitment to using Indigenous Ways of Knowing as a framework for supporting community practices and the delivery of T/TA in a culturally grounded manner. The TE II must have an understanding of and commitment to the project's model of T/TA as a strengths-based, continuous process that supports each Tribal project throughout their journey, while demonstrating a recognition and understanding of the importance of Tribal sovereignty, while understanding the work through a lens of humility that recognizes the importance of community-based values and belief systems.

ESSENTIAL JOB FUNCTIONS:




  • Assists the NTCWCIA Leadership Team to fulfill the commitment to the Children's Bureau to support Tribal Child Welfare agencies to improve system capacity and outcomes for children, youth and families. Ensure the completion of the monthly and semi-annual reporting requirements for the Tailored Services pathway for the Federal Project Officer and Regional Offices.



  • May serve as a project lead to facilitate TA services and coordinate providers to support Tribal Child Welfare systems based on the number of requests and workload balance of the Tribal Liaisons.



  • Collaborate with the National Child Welfare Center for Innovation and Advancement (NCWCIA), the Center for Legal and Judicial Innovation and Advancement, and other CB providers.



  • Attend project site visits and assist the Tribal Liaisons in managing the provision of services and use of NTCWCIA tools (e.g. readiness assessments, Pathway to Change, work plans, evaluation plans and specific services identified for the Tribe).



  • Ensure reporting and information collecting to support the CQI and Center evaluation process through tracking milestones and outcomes.



  • Develop and/or revise tools, forms, and guides as needed to support the CQI process and feedback loops for improvement efficiencies.



  • Lead the entry of information for the Tailored Services Team into Monday.com. Assist in the expansion or further development of the Monday.com database as needed to ensure compliance with federal reporting expectations.



  • Monitoring the Monday.com database for completeness and accuracy by the Tribal Liaisons.



  • Keep the approach practice map up to date as changes occur.



  • Participate in NTCWCIA team meetings.



  • Travel to and participate in meetings with the Children's Bureau.



  • Assist the TL's when they are conducting Intakes when the Service Integration Manager (SIM) is away from the office.



  • Maintain professional expertise in content area, ensuring that subject area knowledge remains current; identify trends, emerging issues, policies, and evidence-based practices (EBPs) and share them with program area staff, other TEs, senior management, our clients, and other JBS staff as appropriate.



  • Maintain communication with assigned client contacts, responding to requests; participating in meetings; providing up-to-date information about trends, issues, policies, and EBPs; offering recommendations regarding effective T/TA approaches for grantees, topics for grantee meetings and workshops, and skilled consultants and presenters.



  • Ensure T/TA activities carried out by TE I's meet all contractual obligations and requirements of the client/contract.



  • Manage, guide, and monitor the design and delivery of all TA; ensure all T/TA related activities are documented (whether in the designated TA tracking system or other method) in a timely fashion.



  • Work with other TEs, the project's senior management team, and JBS client to identify trends in T/TA needs, analyze which types of T/TA work and why, identify emerging issues, and design long-term strategies for taking grantees to higher levels of performance/outcomes.



  • Identify issues and successes to ensure transfer of lessons learned and increased efficiency in the delivery of T/TA.



  • Collaborate with other TEs to support the exchange of information across all grantees served by the various projects.



  • Contribute to proposal preparation and business development activities.



  • Contribute to the preparation and finalization of written deliverables, including site visit reports, meeting reports, technical documents, and other products (e.g., PowerPoint presentations) as requested by client.



  • Guide and may manage assigned T/TA staff in carrying out the support and logistical activities required for delivering all types of T/TA and may supervise staff.



  • Develop scopes of works for consultants and assist with recruiting and selection of consultants





Minimum Job Qualifications:

Education: Master's degree in relevant field

Language: English Fluency (oral and written)

Experience: At least 15 years of relevant work experience in child welfare. Demonstrated applied expertise and understanding of federal funding requirements surrounding title IV-B and title IV-E in Tribal child welfare.

Knowledge: Content knowledge of current and emerging issues for assigned grant program areas. Strengths-based approach to delivering T/TA and to working with others.

Skills: Interacts well with others in a positive, courteous, and professional manner; functions well as a member of a team and is also able to work independently and without extensive supervision and follows chain of command to address personnel or management concerns. Honors, respects, and celebrates cultural differences. Effective, clear, and professional writing and oral communication skills. Attention to detail.

Location: If you reside within a 50-mile radius or our North Bethesda, MD or San Mateo, CA office this role will be a hybrid role. Otherwise, it is remote.

Physical Requirements:




  • Ability to sit for prolonged periods at a desk or computer workstation.



  • Regularly uses a computer, keyboard, and mouse.



  • Normal or corrected vision to read documents, view computer screens, and perform tasks that require visual accuracy.



  • Ability to hear and understand spoken information in person and over the phone.



  • Minimal lifting and carrying may be required, typically light office supplies or documents.



  • Ability to move within the office environment to access equipment, files, and interact with colleagues.



  • Ability to handle occasional stress related to deadlines, workloads, or challenging tasks.




Preferred job qualifications:

Language: Fluency in a language other than English

Experience: 3 years' direct program management experience. At least 2 years' supervisory experience. Consulting and contract management experience. Federal government contracting experience. Tribal Child Welfare experience required.
