Oregon Housing & Community Services Grants Analyst - Limited Duration [Fiscal Analyst 2] Hybrid - Salem, OR Oregon Housing and Community Services (OHCS) is looking for a Grants Analyst who will coordinate financial policy and process functions of the Disaster Recovery and Resilience (DRR) division. The person in this position will work closely with key OHCS staff, local, state, federal, and community partners to develop the fiscal requirements for all recovery programs run through the system of record (SOR). This position will also play a critical role in developing and maintaining the fiscal requirements that are to be established in the SOR, ensuring the SOR adheres to federal and state policies. IMPORTANT INFORMATION

  • This LD position is a project/grant position with the possibility of funding being extended. The anticipated closing date is 06/30/25. The position may close earlier depending on program timelines.

WHAT YOU WILL DO

The Grants Analyst will coordinate financial policy and process functions of the Disaster Recovery and Resilience (DRR) division. This position will collaborate closely with other staff in DRR, OHCS Central Services division (Accounting, Budget, and Fiscal staff) as well as local, state, and federal partners.

This position will also work closely with key OHCS staff, local, state, federal, and community partners to develop the fiscal requirements for all recovery programs run through the system of record (SOR). This position will play a critical role in developing and maintaining the fiscal requirements that are to be established in the SOR, ensuring the SOR adheres to federal and state policies.

The Grants Analyst will develop business processes in collaboration with DRR, other OHCS teams impacted by DRR programs as well as local, state, federal, and community partners. As programs launch, the work may evolve to periodically include a detailed review of financial processes, controls, and constraints, focusing on needed changes or identified opportunities. Often these changes are related to new legislation, program capability changes, and shifting business environments. This work involves frequent, complex communication with internal and external stakeholders.

This position will inform ongoing fiscal changes to the SOR system. As state and federal requirements are updated, the position will support the DRR Senior Financial Analyst in proposing configuration changes to the financial processes in the system.

The Grants Analyst plays a role in the identification of fiscal management procedures that involve in-depth research of General Accepted Accounting Principles, the Oregon Accounting Manual, Codified Federal Regulations (CFR), etc.

The Grants Analyst works closely with the Senior Fiscal Analyst to ensure all fiscal and fiscal reporting needs are met for DRR, IT, Data and Research, across other OHCS divisions, and with local, state, federal, and community partners.

MINIMUM QUALIFICATIONS

Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.

Five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.
-OR-

successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.

Note:
A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree) may substitute for three years of the required experience. A graduate-level degree in any of the above areas may substitute for four of the five years.

DISASTER RECOVERY & RESILIENCE (DRR)

The Oregon Department of Housing and Community Services (OHCS) has established a new division to manage recovery from major disasters. The Disaster Recovery & Resilience (DRR) division will administer long-term state and federal grants to benefit disaster survivors and impacted communities in Oregon. Primarily, the division is recovering from the major disasters that occurred during Labor Day Weekend of 2020 when fires caused the loss of nearly 4,200 homes in the state. The Oregon Legislature allocated $150 million in specific wildfire recovery general funds along with substantial affordable housing funding which will be applied to disaster impacted regions, and the federal government has allocated $422 million in Community Development Block Grant - Disaster Recovery (CDBG-DR) funds from the US Housing and Urban Development (HUD) Department. OHCS has set aggressive goals to replace as much of the lost housing as it possibly can, and to provide a comprehensive recovery for individuals impacted by the fires. This division is a key function of OHCS and will develop innovative business practices within the agency.
