Pay Rate: The annual base salary range for this position $100,000 - $120,000. Please note that the salary information is a general guideline only. Position Location: Wright-Patterson AFB, OH Telework/Work-from-Home Authorized: Yes - When Authorized/Hybrid About the Role: The Specialized Security Management - Senior will perform special security activities necessary to enable classified programs to operate securely and meet Program Security Officer, Government Special Security Officer, and classification guidance requirements. Must have the skills necessary to operate secure facilities with little, to no, supervision. Must be capable of independently performing security management and anti-terrorism/force protection support tasks. Additional Responsibilities Include, but are not Limited To:
- Perform classification reviews of inbound and outbound correspondence
- Maintenance of a document accountability database and associated correspondence
- Process inbound and outbound classified mail and receipt records
- Perform destruction of classified materials
- Process magnetic media for accountability
- Reproduction support for classified materials
- Maintain various daily logs for a variety of administrative functions associated with document control
- Process inbound data and outbound data transfer files
- Transfer electronic data files to internal customers
- Maintain an extensive customer database point of contact listing
- Research, process, file, and maintain inbound and outbound visit notices
- Escort facility visitors and maintain associated logs
- Prepare and manage facility access control badges
- Conduct entry and exit inspections
- Maintain facility access control entry systems, to include visitor control
- Manage and perform data entry to the Personnel Access Security System database and maintain all customer sponsored billets and quota information
- Manage and maintain personnel security files for all personnel of the supported element
- Prepare, follow and enforce the customer's Standard Operating Procedures
- Manage the customer Security Education, Training and Awareness (SETA) programs
- Review, track, and monitor security clearance processing activities with appropriate government personnel to achieve appropriate clearance actions
- Participate in Air Force SAP security compliance inspections of subordinate government organizations
- Develop and implement Top Secret Control for accountable material and associated correspondence
- Prepare and/or process inbound and outbound classified mail, faxes, courier packages and receipts
- Prepare, process, and/or review Program Access Request (PARs) for accuracy and access eligibility
- Execute Special Access Program Nomination Process Questionnaires
- Conduct Defense Central Index of Investigations (DCII), Joint Personnel Access System (JPAS), Defense Information System for Security (DISS), and SAPNP reviews of the contractor being submitted for SAP access
- Perform data entry and record checks in the Joint Access Database Environment (JADE) and maintains all customer sponsored personnel access information current
- Perform SAP indoctrinations
- Perform miscellaneous administrative support functions as directed by the Program Manager and/or the Government SAP Security Officer (GSSO)
- Perform as a functional area expert with multi-dimensional skills encompassing collateral classified activities, acknowledged and unacknowledged Special Access Programs, and Special Compartmented Information (SCI) requirements.
- Perform Special Security Representative (CSSR) duties, if appointed by the Government Special Security Representative (SSR). Responsible for the day-to-day management and implementation of SCI and SAP security programs in a special compartmented information facility (SCIF) or special access program facility (SAPF).
- Conduct a continuing SCI and/or SAP security education training and awareness program to ensure all SCI or SAP-indoctrinated individuals are kept apprised of the requirements and guidelines for protecting information.
- Responsible for opening/closing SCIF and/or SAPF, perform end-of-day security checks of the facility, security codes and combination locks during normal and extended duty days, after hours alarm response and perform COMSEC duties.
- Responsible for visitor control in the SCIF and/or SAPF and verifying clearances of visitors prior to entry by utilizing the DISS, Scattered Castles or visit requests.
- As the customer focal point for security, must analyze security procedures, and coordinate/recommend solutions on security deficiencies with the assigned government security task lead.
- Support the implementation of Information, Personnel, Industrial, and Physical Security programs to ensure classified material is protected.
- Assist with the implementation of the Resource Protection, Force Protection, and Anti- Terrorism programs.
- Assist personnel with completing personnel security investigation paperwork, review packages for accuracy and assist with tracking personnel security clearances.
- Develop security requirements into contractual commitments. Administratively assist with the coordination of DD Form 254, DoD Contract Security Classification Specification.
- Assist in managing and performing the administrative duties of a SAPF, to include but not be limited to, submitting Program Access Requests (PARs) and SCI nomination paperwork, gaining, and maintaining accreditation as required and managing the self- inspection program.
- Assist in maintaining an appropriately classified computerized database or system or record for government and DoD contractor personnel with access to the SAP and/or SCI programs as identified by individual task orders.
- Perform administrative tasks as necessary to support security functions and have strong analytical writing skills to successfully document program security methods and decisions.
- Report security incidents and monitor security incident investigations.
- Prepare reports as identified on a case-by-case basis and maintain the electronic tracking and management system for Security Incident notification and reporting.
- Process PAR and SCI nomination paperwork for individuals requiring access and screen and verify all required forms and documentation to ensure they are complete and accurate before submission.
- Prepare and administer educational material relative to the Security program.
- Plan, manage, and administer the security education program to assure the dissemination of security information to personnel.
- Assist in ensuring physical security standards are maintained and anti-terrorism/force protection conditions are met. The Contractor will be responsible for the execution of the semiannual security inspection program. The Contractor will be responsible for correcting deficiencies identified during inspections. The Contractor shall perform random inspections of personnel workspaces for evidence of AFRL/RY security deviations and identifies corrective action training when required. The Contractor is responsible for preventative maintenance of security containers.
- Interface with various government and contractor security offices to ensure that security program accesses are properly processed.
- Provide personnel security support and guidance concerning processing of investigative paperwork.
- Travel to on-site and off-site meetings including formal, as well as informal meetings.
- Track Central Adjudication Office action items, program accesses, limitations, expirations, suspensions, personnel/program change in status (i.e. reportable information) reporting requirements.
- Develop, and document recommended program protection and system security inputs for Statement of Objectives (SOO), SOW, PWS, RFP, and CDRL for assigned programs. Identify security issues and recommend changes.
- Conduct analyses of procedures regarding the handling, controlling, storage and disposition of classified or critical weapon system hardware, to include installed components. Document and submit reports on the results of the analyses, including recommended actions.
- Assist in the development of Standard Operating Procedures and develop and maintain security process flowcharts.
- Track security correspondence (contract letters, Freedom of Information Act, and public release requests) and responses.
- Conduct an annual self-assessment and forward it for Special Security Office (SSO) review. Report and assist in investigating all unauthorized disclosures of classified intelligence information.
- Track, evaluate sensitivity of information against security classification and OPSEC guidance, and provide recommendations for/against approval.
- Assist with proposal development, if necessary.
- Perform other duties, as assigned.
Experience Requirements:
- Four (4) years of security specialist experience or SAP Security administration experience.
Education Requirements:
Certificate, License, and Registration Requirements:
- Security Professional Fundamentals Certification (SFPC) - Preferred
- Security Asset Protection Professional Certification (SAPPC) - Preferred
- Security Professional Education Development (SPeD) Program - Preferred
- In lieu of certification, must demonstrate currency with other DCSA training pertaining to Information, Personnel, Industrial and Physical security programs through DCSA.
Other Required Skills & Abilities:
- Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
- Must be proficient in Microsoft Office suite including, but not limited to: Word, PowerPoint, Excel, and Outlook.
Security Clearance Requirements: Top Secret/SCI Clearance
- Must be willing to submit to polygraphs
- Must be eligible for Special Access Program (SAP)
