Job Summary

The Loudoun County Department of Planning & Zoning seeks a qualified professional for the position of Planner III on the Proffer Management Team in the Zoning Administration Division. The Proffer Management Team reviews and implements complex proffer agreements that mitigate impacts associated with medium to large-scale development projects in the County. As a member of the Proffer Management Team, you will work closely with applicants, staff from a variety of County agencies, and the public, as well as the Planning Commission, the Board of Supervisors, and the Board of Zoning Appeals. The County relies on the Proffer Management Team to monitor and ensure that land development projects meet commitments during such development.

Primary responsibilities include: Update the County's land planning and permitting information management system, LandMARC, with proffers and conditions of approval. Review land development applications and perform audits of site development to ensure compliance with proffers and conditions of approval. Update LandMARC to reflect proffer audit findings. Communicate deficiencies in proffer compliance and manage proffer issue resolution. Prepare requests for proffered right-of-way in support of County and VDOT road projects. Prepare determinations interpretating approved proffer language on behalf of the Zoning Administrator. Prepare cash proffer determinations in support of budget allocations of proffer funds. Prepare reporting for the Zoning Administrator, Director of Planning & Zoning, County Administration, and the Board of Supervisors. Assist the public and County staff with general proffer inquiries.

The successful candidate must be customer service focused and detail oriented. They must exhibit excellent writing, analytical, and presentation skills; facilitation, collaboration, and problem-solving skills; the ability to communicate effectively with staff, applicants, the public, and elected and appointed officials; and the ability to meet deadlines and maintain product quality while managing multiple assignments.

This position is eligible for a $6,000 hiring bonus in accordance with the County's Hiring and Retention Bonus Program.
Hiring salary is commensurate with experience


Minimum Qualifications

Bachelor's degree in Planning, Management, Public Administration, Urban Management, Architecture, Business Administration, Landscape Architecture, Geography, or related field; three (3) years of related work experience in professional planning preferably in a government setting OR Master's degree in Planning, Management, Public Administration, Urban Management, Architecture, Business Administration, Landscape Architecture, Geography, or related field; including one (1) year of professional planning experience ; or equivalent combination of education and experience.

Preference will be given for membership in the American Institute of Certified Planners (AICP) and for being a Certified Zoning Administrator (CZA) through the Virginia Association of Zoning Officials (VAZO). Knowledge of planning and land use in Virginia is also desirable.


Job Contingencies and Special Requirements

Employment is contingent upon successful completion of criminal, credit, and DMV background checks. After a training period, this position is eligible for two days of telework per week. Relocation assistance is available to successful candidates that live more than 40 miles away.
