THE POSITION

The Department of Human Services, Bureau of Fee for Service Programs is currently seeking a Human Services Program Specialist to join our dynamic team in the Division of Provider Operations. As a member of our team, you will provide technical and analytical assistance to all the Office of Long-Term Living (OLTL) Home and Community Based Services (HCBS) waiver and program providers. DESCRIPTION OF WORK

This role requires strong written and oral communication skills to provide enrollment support to the Home and Community Based Services. Your responsibilities will include reviewing and processing enrollment actions and change requests, as well as responding to provider inquiries. You will also be responsible for drafting and sending notices to HCBS providers regarding enrollment decisions, and maintaining various logs and documents. Your proficiency in Microsoft Office Suite and other computer systems will be utilized to manage provider enrollment data and documentation.

Along with working directly with providers, you will be responsible for representing provider operations in weekly and monthly Managed Care Organizations (MCOs) meetings in support of the Community HealthChoices waiver. Your duties will also include the completion of monitoring reports along with other regulatory activities completed through various computer systems to ensure MCO compliance with the Community HealthChoices agreement. If the enrollment and certification unit have a topic that needs to be discussed with the MCOs, you will be responsible for communicating that issue to the MCOs and also bringing back any issues that are brought up by the MCOs for discussion within provider operations. In addition, you will be responsible for overseeing the enrollment and certification unit for the HCBS final rule and ensuring OLTL's complete adherence with the rule. The maintenance of a final rule status log, organization of documents related to the final rule, and the processing of enrollment related actions will fall with your responsibilities.

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time up to 5 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS

Minimum Experience and Training Requirement:

  • One year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs.
