The Nevada Automotive Test Center (NATC) is currently seeking talented candidates for a Proposal Analyst at our Silver Springs, NV location. At NATC, the proposal analyst will support a team of engineers who design, manufacture, and test innovative automotive mobility solutions as part of the Business Development team.

Founded in 1957, the Nevada Automotive Test Center (NATC) is a privately owned, independent test, evaluation, design, and engineering facility offering development and certification testing to customers worldwide. NATC has logged more than 50 million test miles solving the complex problems for the commercial and defense industry.

NATC's location in the great basin of Nevada allows our team to access terrain that can represent 85% of the world within a 150 mile radius, providing an excellent test bed for off-road mobility. NATC's operational area includes 1200 sq. miles of natural terrain, that when coupled with 6,200 acres of privately owned test courses, create an unparalleled testing area available to our engineers to innovate and solve our customer's problems.

POSITION SUMMARY:

The Proposal Analyst, reporting directly to the Business Development Manager, plays a crucial role in ensuring NATC's engineering services align with customer needs by conducting in-depth research, tracking solicitation requests, and analyzing market trends. This position is highly focused on proposal writing, ensuring that all submissions meet technical accuracy, compliance, and strategic alignment with corporate objectives.

The Proposal Analyst is responsible for drafting, reviewing, and refining proposals, ensuring consistency in messaging, technical precision, and competitive positioning. They will develop and maintain proposal templates, tailor content to specific RFPs, and coordinate with engineers and subject matter experts (SMEs) to produce compelling, high-quality proposals.

Strong analytical, organizational, and writing skills are required, along with the ability to manage multiple proposal projects under tight deadlines. The Proposal Analyst will be expected to ensure compliance with all RFP requirements.

The proposal analyst should be a detailed thinker with a passion for business development. Experience using cost tracking and accounting tracking, is required, and should be combined with a desire to track trends. Excellent writing skills, Excel knowledge and the ability to connect with key influencers is an important aspect of the job.

The proposal analyst will provide back up to our Editor position as needed. They will review final reports, proposal drafts, and other submissions as needed for accuracy.

ESSENTIAL FUNCTIONS:




  1. Researches and analyzes applicable government and commercial solicitation requests, industry trends, and competitor activity to inform proposal strategies.
  2. Drafts, writes, edits, and formats clear, concise, and persuasive proposals, ensuring alignment with NATC's services and customer needs.
  3. Works closely with engineers and technical teams to translate complex information into accessible and compelling proposal content.
  4. Develops proposal outlines, compliance matrices, and schedules to manage submission timelines efficiently.
  5. Reviews proposal submissions for clarity, compliance, and consistency in technical accuracy and pricing.
  6. Tracks and monitors proposal assignments and submissions to ensure timely responses.
  7. Assists in the development of white papers, capability statements, and other business development documentation.
  8. Conducts compliance reviews to ensure all proposals adhere to solicitation requirements.
  9. Manages content libraries, ensuring up-to-date and accurate boilerplate text, past performance data, and corporate qualifications for future proposals.
  10. Assists with cost tracking, pricing strategy alignment, and ensuring financial aspects of proposals are competitive and feasible.
  11. Coordinates with cross-functional teams to ensure a smooth proposal development process.
  12. Contributes to continuous improvement efforts for proposal writing processes, tools, and templates.
  13. Provides backup editorial support, reviewing reports, proposal drafts, and other business documents for accuracy and clarity.
  14. Other duties as assigned.



PAY: $60,000-$65,000



Position Requirements

MINIMUM QUALIFICATIONS:

  1. Bachelor's Degree in Marketing, Communication, Business, English or a similar field with a minimum cumulative GPA of 3.0.
  2. Must have a current and valid Nevada Driver's License to operate a class C vehicle.
  3. Proficient with MS Word, Excel, and PowerPoint.
  4. Proficient with Facebook, Twitter, Instagram, and other social media platforms.
  5. Previous proposal development, cost tracking or similar experience through either collegiate projects or prior professional experiences.
  6. Excellent written and verbal communication skills.
  7. Ability to think creatively and innovatively.
  8. Represents the company professionally, with integrity and discretion.
  9. Professional and personable and able to relate well with employees at all levels.
  10. Excellent organization and time management skills.
  11. Able to handle multiple priorities, with the ability to adjust to high pressure and rapidly changing business conditions while managing competing deadlines and priorities.
  12. Must be able to work 40 hours per week.
  13. Must be able to sit or stand for extended periods of time.
  14. Must be able to maintain a high level of confidentiality.
  15. Must be self-motivated and able to work for short to moderate periods without direct supervision.
  16. Must have excellent level of attention to detail and accuracy.
  17. NATC, Hodges Transportation is an R&D and testing facility located on 6,000 acres about 1 hour from Reno, 45 minutes from Carson City, and 30 minutes from Fernley. There is a dirt road for the last 15 minutes. Candidates must understand this and be willing and able to make the commute.

PREFERRED QUALIFICATIONS:

  1. Strong experience in government or commercial proposal writing, grant writing, or technical writing.
  2. Ability to synthesize complex technical data into clear, persuasive, and compliant proposal responses.
  3. Familiarity with federal acquisition regulations (FAR) and government contracting processes.
  4. Strong background in writing proposals for research and development, engineering services, or technical projects.
  5. Experience in managing and contributing to multiple concurrent proposal efforts.

Physical Demands:

This is primarily an office position, requiring the ability to sit for extended periods of time, lift files, open filing cabinets and bend or stand as necessary. However, this position also requires walking on uneven ground and climbing stairs.

Work Environment:

Work is regularly performed on-site in Silver Springs, Nevada, in a combination of office, outdoor, and shop environments and is regularly exposed to dust, odors, oil, fumes, and noise.

Position Type/Expected Hours of Work:

This is a full-time salaried position. Standard days and hours of work are Monday through Friday, 8:00 a.m. to 4:30 p.m.

Travel:

Travel is not expected for this position.
