DCS is seeking a highly experienced Senior Subcontracts Manager to lead subcontract strategy, execution, and compliance for complex U.S. Army defense programs. This role is responsible for managing high-value, high-risk subcontract portfolios across multiple programs in support of Army customers. The ideal candidate will bring deep knowledge of DOD and Army-specific acquisition processes, a proven track record of negotiating complex subcontracts, and the ability to operate in a fast-paced, mission-driven environment.

Essential Job Functions:

Develop, execute, and manage subcontract strategies for key subcontractors, from sub-contract initiation through closeout.

Lead competitive sourcing and procurement activities supporting the Operations Group.

Serve as primary subcontracting operations liaison, working with the Procurement and Sub-Contracts Team to execute contracts and purchase orders.

Serve as lead between internal Contracts team and Subcontracts, driving discussions of complex terms and conditions, while ensuring flow-down of all regulatory and prime contract obligations.

Proactively manage subcontractor performance, cost controls, period of performance, and risk mitigation plans.

Prepare and present detailed subcontract status reports to senior leadership, program management, and Army customer representatives.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Must be able to obtain a Secret clearance.

Bachelor's degree in Business Administration, Engineering, or related field; MBA preferred.

8-15 years of progressive experience in subcontracts management or program management, with a strong focus on U.S. Army or DOD programs.

Basic knowledge of FAR, DFARS, Army Contracting Command policies, and associated procurement regulations.

Demonstrated success managing complex subcontracts or programs in support of Army or similar programs.

Strong leadership, negotiation, and analytical skills; ability to influence and collaborate across functions and with external partners.

Experience supporting major IDIQs, CPFF, FFP, and OTA contracts.

Desired Skills:

MBA preferred.

Experience with Army-specific systems such as AESIP, GFEBS, or PIEE.

Familiarity with DFAS billing, IPP, and Army-specific compliance checkpoints.

Work Environment:

Hybrid or on-site based on program needs.

Occasional travel to Army installations, subcontractor sites, and customer meetings.

Ability to operate in high-security or SCIF environments when necessary.
