ESSENTIAL DUTIES: (Primary Duties and Responsibilities)

  • Coordinate and oversee projects related to the replacement, relocation, installation and disinfection of mains, services, hydrants, blow-offs, valves and other distribution system appurtenances.
  • All capital projects within the construction department, including working closely with the Senior Management Team on the capital budget and allocation of funds used for completion of capital projects.
  • Represent the company in meetings with the local municipal, county and state organizations for the coordination of projects, including main replacements, new services, hydrant installations and related appurtenances.
  • Communicate routinely, and professionally in verbal and written form with internal and external stakeholders, including municipal representatives, customers, and project managers for select contractors and vendors.
  • Assist in annual project selection including the design of main relocations and preparation of related estimates.
  • Capable of reviewing and interpreting engineering design plans for timely material ordering and job preparation.
  • Assist in the preparation of capital and operating budgets.
  • Coordinate with New Business Department to ensure the timely installation of all developer water main or sewer extension projects.
  • Scheduling, training and supervision of field service personnel, ensuring Aqua's safety policies and procedures are followed.
  • Working knowledge of main replacement practices and procedures is required.
  • Respond to customer complaints for timely resolution of issues.
  • Working knowledge of excavation and work zone safety is required.
  • Utilize Procore and fully implement with union personnel.
  • Perform other tasks or duties as assigned.

QUALIFICATIONS (Required Experience, Education, Licenses, and Certifications)

  • Bachelor's degree preferred (Engineering or Construction Management) with minimum of (4) four years of experience in water utility system operations and capital improvement project oversite, including management of multiple, large projects concurrently.
  • In lieu of a Bachelor's degree we may consider a minimum of (10) ten years of experience in water utility system operations and capital improvement project oversite, including management of large, multiple projects.
  • PA Department of Environmental Protection Class E Distribution License or ability to achieve same within 12-months of job acceptance is required.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Preferred skills include proven self-starter, high initiative track record, excellent communication (verbal and written) skills and presentation skills required to present complex information in a simple and compelling business case, excellent decision-making abilities, and excellent PC skills.
  • Requires proficiency with personal computer including but not limited to, Microsoft Office Suite, Lawson, Banner, SAP, Procore and Aqua Information Management System (GIS-based).

WORKING CONDITIONS/PHYSICAL DEMANDS:

  • Working conditions may include travel to work sites of Essential Utilities and/or other constituents (if applicable).
  • Be available after hours for planned or unplanned events.
  • May be required to participate in the on-call rotation for distribution & maintenance departments.
