BASIC PURPOSE



  1. Protect the Mission & Elder Abuse. To give leadership to Salvation Army units in their efforts to increase the safety of infants, children, youth, and vulnerable adults who participate in the units' programs and to train and develop protocols and training regimens to enhance the Protect the Mission & Elder Abuse program for all levels of program participants and community members. The focus of this position is to be a resource for information and education to all staff for infant, child, and youth safety practices and to assist with dissemination and implementation of policies and procedures.
  2. Field Volunteer Coordinator. To promote the use of volunteers in each unit, advising officers and directors in Salvation Army units of local volunteer organizations, and giving guidance in the use of forms and procedures relative to using local volunteers.
  3. Privacy Coordinator. To assist units with HIPAA privacy compliance efforts by providing information, education, and guidance as regards forms, policies and procedures.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Generally:



  1. Organize and perform duties in a professional manner.
  2. Provide necessary documents on employees and officers to the Human Resources Department.
  3. Prepare reports for the Director of Human Resources and Divisional Commander.
  4. Conceive and create forms as necessary.
  5. Create and maintain necessary databases and electronic and paper files.
  6. Knowledge of and complete support for the mission and philosophy of The Salvation Army.


Protect the Mission - Child Safety & Elder Abuse Policy:



  1. Maintain accurate, organized, complete, and functional files on field units and volunteers related to Protect the Mission & Elder Abuse Policy
  2. Plan, prepare for, and conduct training and informational sessions and workshops as related to Protect the Mission & Elder Abuse Policy. This will require travel to field units and public speaking.
  3. Train Protect the Mission Child Safety Consultants (ongoing) preparing consultants to provide training to officer, employees, and volunteers and to conduct field assessments. Schedule trainings and assessments for trainees. Follow through with trainees to ensure assigned trainings and assessments are completed and correctly performed. Establish and coordinate the Division's training and assessment cycle with field officers and program administrators.
  4. Disseminate, update, and maintain The Salvation Army Protect the Mission & Elder Abuse Policy materials at Divisional Headquarters and with field unit levels, making sure it is in line with State (California and Nevada) and Federal, and Salvation Army mandates.
  5. Schedule, coordinate and conduct Protect the Mission & Elder Abuse Policy assessments on an annual/bi-annual basis or more frequent basis as, if necessary, to insure that all programs and facilities within the comply with Del Oro Division andTerritorial standards.
  6. Work directly with on-site staff to be sure that corrective measures are implemented as required following assessment
  7. Review and monitor all Notices of Concern (NOC's) for the Del Oro Division consulting with supervisor regarding necessary action and additionally consulting with the Human Resources Department for any incidents that include employee involvement.
  8. Lead or assist, as necessary, with investigating and following through with complaints/incidents.
  9. Continue a program of research and study to obtain materials for staff training, and explore ideas and opportunities for effective staff service.
  10. Maintain library of materials and resources.
  11. Assemble materials for training programs and for guidance of training instructors.
  12. Volunteer Personnel and Christmas Seasonal Employees:
  13. Maintain continuing contact with Army units to obtain information about program services, needs, and volunteer opportunities.
  14. Process, monitor & review all criminal background checks on volunteers who work with or near children and/or vulnerable adults and report "hits" back to each local unit.
  15. Verify that criminal background checks are being conducted for all Southern California Division officers.
  16. Assist with seasonal employee background check processing and reviews.
  17. Privacy Coordinator:
  18. Assist units with developing and implementing privacy policies and procedures and complying with Salvation Army policies and governmental rules and regulations.
  19. Assist units with training staff in privacy issues and practices. This can be combined with Protect the Mission Elder Abuse Policy sessions.
  20. Periodically review unit privacy policies and procedures.
  21. Keep units informed of current privacy forms and practices.
  22. Lead or assist as necessary with investigating and following through with complaints.



KNOWLEDGE, SKILLS, ABILITIES AND OTHER QUALIFICATIONS REQUIREMENTS

Education:



  1. Required: AA Degree in Business, Education, Human Resources, Social Work or a related field.
  2. Preferred: Bachelor's Degree
  3. Equivalent work experience may be taken into consideration if relevant to the position.
  4. Preferred knowledge of Risk Management principles and reporting.


Experience:



  1. Minimum of 3 years of related office administrative experience.
  2. 2 or more years of experience planning and implementing projects.
  3. Prior experience with training presentations to adults.


Other:



  1. Bilingual (English/Spanish) preferred.
  2. Familiarity with The Salvation Army's policies and Procedures would be preferred.
  3. Protect the Mission Consultant training is required at time of hire.
  4. A valid California Driver's License and insurable driving record.
  5. Must be willing to travel.


Skills/Knowledge:



  1. Knowledge of standardized but moderately complex procedures and operations requiring training and experience.
  2. Skill to apply procedures or operate varied equipment for purposes of performing standard operations.
  3. Spelling @ 75% accuracy
  4. Grammar @ 85% accuracy
  5. Keyboarding 60WPM
  6. Filing and Organizational skills
  7. Proficient in all MS applications (Word, Excel, Access, Publisher, and PowerPoint).
  8. Written and oral communication skills sufficient to meet the daily expectations of the job assignment.
  9. Comfortable with in-person and telephone contacts.


Responsibility:



  1. Direct, but supervised, impact on program or costs decisions. Work is done under general supervision; advice and assistance are not always readily available.
  2. Matters dealt with are governed by procedures or policies that are established in general terms, but with some latitude for interpretation.
  3. Decisions and actions on difficult problems are subject to approval beforehand.
  4. Responsible for preliminary investigation preparation and reporting to The Salvation Army THQ Risk Management.

Other Information:



  1. This position has access to confidential and private information. It is essential that confidentiality and privacy be observed.
  2. May walk or stand on varied surfaces. May require work outdoors in all types of weather conditions. Stooping, kneeling, bending, stretching, standing, walking, manual dexterity, hand-eye coordination, driving a vehicle, pushing, pulling, lifting and carrying up to 40 pounds unassisted.
  3. Requires long periods of sitting at a desk using a personal computer and telephone. While performing the duties of this job, the employee is regularly required to sit; use hands to finger, hand, or feel objects, tools, or controls; to talk or hear; reach with hands and arms. Specific vision abilities required by this job include close vision and distance vision.
  4. Must be able to drive an automobile or mini-van, have an acceptable driving record and a valid driver's license. MVR and criminal background report will be obtained. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered. Occasionally travels overnight and out of state. Must be able to travel by airplane.
  5. May encounter situations involving frustration, antagonism, anxiety and deadlines.
  6. Must be able to comprehend assignments and/or ask for additional information or clarification until the assignment is understood.
