Responsibilities

* Supports the DoD Anti-Tamper Executive Agent (ATEA) Field Program Office (FPO) providing Financial Management (FM) expertise
* Provides financial analysis on a wide variety of programs which support the ATEA FPO mission and responsibilities
* Supports initiating, planning, executing, monitoring and controlling, and closing organizational projects
* Plans, organizes, completes, and presents budget estimates for a variety of ATEA programs
* Performs financial analysis, obligation and expenditure forecasting, funds management, and funds status reporting
* Provides program information; conducts analyses; prepares and presents program briefings, documents program decisions; effectively communicates with all levels of organizational management
* Develops financial-related acquisition documentation and ensures quality control
* Interacts with many procurement organizations within AFLCMC, AFMC, SAF/AQL, DCMA, DCAA, and other US Military Services and DoD Agencies.

As a Financial Manager with MTSI, you will be responsible for supporting customers in Special Access Programs (SAP) and Sensitive Compartmented Information (SCI) facilities. You will interact daily with program managers, engineers, contracts personnel, other financial managers, and industry subject matter experts across multiple Services supporting Department of Defense (DoD) Services and Agencies, and Intelligence Community (IC) customers. This position will be located at Wright-Patterson AFB, OH.

Responsibilities:

Financial management tasks touch almost every aspect of the acquisition process, including technology development and integration, program control, foreign disclosure, test and deployment, production and manufacturing, and logistics support. You shall have the experience and technical capability to plan, organize, complete, and present budget estimates for a variety of ATEA programs, either independently or in concert with Government personnel.

Your essential job functions will include but may not be limited to:

* Be experienced and motivated professional with the necessary skills to support the ATEA FPO by applying knowledge of DoD financial management processes and analytical methods or techniques to gather, analyze and evaluate information required by program or project managers and all customers.
* Provide expertise in budget estimating to include planning and analysis for complex programs with extensive program and financial relationships with other programs and complex funding requirements.
* Perform financial analysis, to include conducting research and provide inputs to program financial management for budget formulation and management; support all phases of the Planning, Programming, Budgeting and Execution process.
* Perform obligation and expenditure forecasting, funds management, funds status reporting; apply funds control techniques and/or systems, and accounting and finance systems and/or procedures.
* Perform contract/financial transaction reconciliation and closeout duties and assist other financial management personnel with reconciliation and contract closeout support; be able to easily navigate, interpret, analyze, and manipulate data in multiple accounting systems and databases to include, but are not limited to, Automated Business Services System (ABSS), Comprehensive Cost and Requirements System (CCaRs), Commanders Resource Integration System (CRIS), Defense Travel System (DTS), and FMSuite.
* Assist other financial analysts with the verification of data input accuracy into the various financial/payment systems (i.e., financial and contract data); support other financial analysts with the reconciliation of DFAS data to the CCaRs database (or other government selected financial management systems and databases) in support of maintaining accurate accounting data for financialanalysis; tasks also include the analysis of commitments/obligations/expenditures on financial documents and contracts and rectifying discrepancies.
* Provide reconciliation of accounting data, develop accounting status reports, prepare program reviews, and dispose of unliquidated obligations (ULO); maintain and update an Unliquidated Obligation (ULO) burn down plan; complete research required to evaluate a funding overrun or upward adjustment request.
* Provide program information; conduct analyses; prepare and present program briefings, document program decisions; effectively communicate with all levels of organizational management; and participate in other various program actions as required.
* Assist in the development and execution of approved acquisition strategies.
* Provide cost and price analysis services support to Contracting for new and ongoing projects
* Provide thorough research, analysis and reviews of all applicable policies, guidance and regulations to support Government Contracting Officer decision-making.
* Assist in the preparation of documentation applicable to negotiated and competitive procurements for the review and approval of the Contracting Officer.
* Draw conclusions and devise solutions to problems relating to improvement of acquisition effectiveness and compliance.


Qualifications

Qualifications Required:

* Minimum of 10 years of relevant DoD work experience (years of experience may be waiverable with customer approval).
* No less than three (3) years' experience in a SAP and/or SCI environment within the last five (5) years (SAP/SCI experience may be waiverable with customer approval).

Education:

* Possess a MA/MS/ME degree (Master's degree may be waiverable with customer approval).

Even better if you have these desired skills:

* Experience and/or in-depth working knowledge of federal procurement regulations and policies as well as the ability to perform complex cost and pricing date analysis.
* Experience in the preparation of spreadsheets of Contractor's proposals to perform analysis to support technical and price/cost evaluations.

Clearance Requirements:

* Possess an active Top Secret security clearance, based upon a Single Scope Background (SSBI/SBPR).
* Must be eligible for Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) access.
