Employment Type Full-time As a Program Manager, you will be accountable for managing, influencing, and facilitating high-quality deliverables of assigned programs within a Component or Independent Agency. This role encompasses the management of one or more programs and their projects. It requires expertise in program management, stakeholder engagement, and the ability to drive cross-functional teams to meet the organization's business objectives. The individual will also identify and mitigate risks, secure stakeholder buy-in, and report program progress to senior leadership. Impact: A successful Program Manager will independently operate at an advanced level, provide practical ideas and support, and break down complex concepts. The Program Manager will support Fearless' customers and organizational goals by:
- Achieving long-term customer retention and expanding account opportunities by effectively managing client relationships.
- Ensuring projects are delivered on time, within budget, and in compliance with federal regulations, contributing to exceeding overall client satisfaction and program success.
- Enhancing team performance and operational efficiency, leading to measurable improvements in program outcomes, cost management, and resource allocation.
- Increasing account growth by X%, reducing project costs by Y%, and ensuring X% of project milestones are achieved on schedule.
Responsibilities: Delivery of World Class Services & Customer Intimacy
Ensure that Fearless positively impacts our customers' missions and the lives of the people they serve by consistently delivering world-class products and services on time and within budget.
Serve as the primary point of contact for all program activities, ensuring the cohesive execution of multiple projects under the program.
Present Fearless capabilities to potential customers in detail, highlighting how those capabilities could impact the potential customer to meet the previously identified requirements.
Influence and Leadership:
Build credibility as a subject matter expert and advocate for the organization's strategic direction.
Motivate staff and stakeholders to support organizational goals and build consensus among leaders.
Oversee and validate project manager assessments of individual team members within the program to ensure accuracy, fairness, and consistency with performance expectations. Ensure evaluations reflect project contributions and align with the program's strategic goals.
Building Relationships & Networking
Build, engage, and influence strong relationships with individuals and groups connected to the program. Identify, monitor, and manage relationships with stakeholders to ensure positive outcomes.
Regularly update key stakeholders on program performance, risks, and critical milestones through detailed reports and presentations.
Advocate for the program within the organization, ensuring stakeholder buy-in and support across all levels.
Domain Expertise
Lead the strategic planning and execution of large-scale programs, ensuring alignment with organizational objectives.
Stay up-to-date and apply developments in information technology (hardware, software, telecommunications) and emerging technologies.
Utilize knowledge of contracting officers and procurement regulations to ensure successful outcomes.
Defining Problems and Opportunities
Proactively identify program risks and develop comprehensive mitigation strategies to ensure program continuity.
Analyze complex business problems and present clear, actionable solutions to senior leadership.
Monitor project interdependencies within the program and resolve conflicts or bottlenecks to keep projects on track.
Budgeting, Executing, Organizing & Planning
Oversee the execution, management, and delivery of assigned programs and projects within the scope, timeline, and budget.
Work with finance teams to ensure accurate forecasting, reporting, and cost control measures are in place.
Drive cost-saving initiatives without compromising the program's overall quality and performance.
Managing Team Execution
Lead, mentor, and support cross-functional teams, including project managers, engineers, and other specialized professionals, to ensure successful program execution.
Foster a culture of high performance, accountability, and continuous improvement within program teams.
Attract, develop, coach, and motivate team members, ensuring career growth and addressing demotivating factors.
Conduct regular performance reviews, set measurable goals, and provide constructive feedback to team members.
Skills and Competencies: Domain Expertise & Technology Awareness
Expertise in managing government projects, ensuring compliance with federal regulations, and delivering results on time and within budget.
Strong understanding of government agencies, including contracting officers, acquisitions, procurement rules, and regulations.
Stakeholder & Partner Management:
Demonstrated experience in managing client relationships, growing accounts, and leading teams.
Ability to build credibility, influence stakeholders, and advocate for strategic initiatives within client organizations.
Skilled at influencing, identifying, engaging, and influencing relationships with senior leadership, key stakeholders., and external stakeholders, negotiating program goals, timelines, and outcomes.
Communication, Leadership & Team Management:
Excellent written and verbal communication skills, including using data to drive decisions and presenting complex information to senior executives and non-technical audiences.
Proven ability to manage, coach, and develop high-performing teams and future leaders focusing on achieving results.
Proficient in leading change within teams and projects to adapt to evolving business needs and challenges.
Budgeting, Organizing & Planning
Strong financial management skills, including budgeting, cost control, and financial forecasting, with an emphasis on maximizing ROI.
Expertise in developing cost estimates and managing budgets in compliance with federal guidelines.
Strong ability to manage resources, budgets, and team performance metrics effectively.
Additional Qualifications and Project-Specific Needs (if applicable): (Optional):
Minimum of 7 years of experience in program management, including experience managing government contracts.
Experience with government procurement processes, contracts, and compliance regulations (e.g., FAR/DFAR) is a plus.
Experience with IT project delivery, software development, or digital transformation programs is highly preferred.
Understanding of cybersecurity and data privacy regulations in federal contracts.
PMP or similar project management certification preferred.
Other relevant certifications (e.g., Lean Six Sigma, Agile, ITIL) are highly desirable.
Proven track record of managing large, complex programs with multiple work streams and budgets exceeding $XM.
Physical Requirements:
Ability to sit for extended periods while working on a computer or during meetings.
Must be able to travel occasionally to client sites or company meetings, which may involve driving or flying.
Ability to communicate effectively via phone, email, and in-person, requiring clear speech, listening, and written communication skills.
Ability to move within an office environment, including reaching for files, using office equipment, and occasional light lifting (up to 10 pounds).

- PTO is provided to team members as a lump sum allowance, not an accrual.
