This Air Chief Operation Officer is the head of Global Medical Responses' Emergency Fixed Wing air brand certificate. This position establishes and implements strategies that have short-, mid-, and long-term impacts on business results in alignment with overall organization objectives. This includes leadership, management, and oversight of Emergency Fixed Wing air ambulance operations within the GMR Regions, including direct oversight of organizational aviation support to both internal and external partners. This position will work closely with the GMR Regions and key support departments to ensure all operations have a full suite of capabilities to leverage while administering financial and key performance indicators (KPI) including operating expenses, aviation functions, safety, training, and running the day-to-day operations. The COO is responsible for ensuring effective and safe air operations services are administered and provided to the patients and communities we serve, including soliciting and reinforcing constructive and professional relationships with healthcare organizations and municipalities with whom the Company has a contract or other partnerships to also include support to the regions for management of the community-based programs.

ESSENTIAL FUNCTIONS/DUTIES

  • The Air Chief Operation Officer is responsible for business unit oversight of the Aviation Division to all applicable FAA parts including but not limited to 135 operations regarding personnel, policies/procedures and aircraft, in coordination with the Director of Operations, Director of Maintenance and/or Vice President of Aviation for the operating certificate(s).
  • Provides administration to direct reports by applying specialized and technical knowledge in the implementation and execution of the planned air ambulance programs, while ensuring the strategic direction of the organization is followed.
  • Effectively communicates strategy, strategic plan and objectives to employees and aligns business unit operational goals and objectives consistently to support the mission and GMR vision of the organization.
  • Aligns business unit operational goals and objectives consistent with other operating certificates, which supports the organization's mission and vision.
  • Works with assigned groups to develop the annual capital and operating strategies for the organization and manages cost and KPI variances while maintaining operational efficiency, quality, and safety.
  • Responsible for the certificate-related budget, working closely with Region Presidents and Financial Planning and Accounting Directors to manage expenditures within established limits, and delegate approval and clear limits to direct reports when appropriate in conformance with organizational policy.
  • Collaborates with Regions for oversight of activities including but not limited to Medical Director(s), Patient Care Services, and Base Operations regarding medical personnel, policies and procedures, medical supplies, equipment, and departmental goals to prevent conflict between regulatory agencies or operational limitations for aircraft operations.
  • Coordinates with maintenance, flight operations and safety department to perpetuate an active safety program and meet company expectations.
  • In conjunction with GMR standards, assures operational consistency regarding patient transport and KPI data collection.
  • Collaborates with GMR Chief Medical Officer in conjunction with Regional Presidents for oversight of regional activities with Medical Director(s), Patient Care Services, and Base Operations regarding medical personnel, policies and procedures, medical supplies, equipment, and departmental goals.
  • Works with GMR Business Development, Marketing and region teams for implementation, management and development of new business strategies and aviation components of the programs aimed at users of emergency services and other interested groups to enhance market share and improve overall performance.
  • Interfaces with hospital management in conjunction with the Base Operations, Aviation, and Business Development teams regarding physical facilities helipad issues and other similar issues, providing problem-solving and follow-up to ensure optimal service delivery for the region's air base needs.
  • Oversees the implementation of all new aviation operational activities for air medical bases.
  • Participates in response and mitigation of any significant event including reviewing and analyzing reports and providing appropriate recommendations or conclusions for aviation-related services.
  • Frequent travel required.

Qualifications:

Education & Industry Experience

  • Bachelor's degree or equivalent work experience required. BA with a focus in aviation, engineering, healthcare or business a plus.
  • Must have previous experience with Fixed Wing Management.
  • Advanced education degree (i.e., MBA, Master of Science in Aviation) preferred.
  • 10-12 years of overall experience, with a minimum of 8 years of experience in management of leading a (fleet) FAA Part 135 air carrier or equivalent similar military or civilian air or fixed and rotary-wing operations.
  • The Ideal candidate has a background in the development and implementation of FAA Regulations, General Operations Manuals, and Flight Manuals.
