The Construction Engineering Services Practice is seeking a Construction Services Manager in Portland, OR.

The Construction Services Manager will provide on-site construction management and resident engineer expertise for transportation projects. The Construction Manager is responsible for managing the day-to-day activities on the construction site, facilitating coordination between clients and contractors, and monitoring construction quality for compliance with the project plans and specifications including overseeing the work of office administration and construction field staff. Responsibilities of the Construction Manager may vary from one project to another, based on the needs of the client, however, the general responsibilities of the Construction Manager are included below. Additional responsibilities may be required. Depending upon background and skills, may have opportunities in project design during non-construction season work.

What You'll Do Key Responsibilities:
  • Monitor progress of construction work on transportation projects, including earthwork, asphalt or concrete paving, drainage and utility installation, track construction, bridge and retaining wall construction or building construction for conformance with plans and specifications.
  • Observe work activities of Contractors to identify at-risk behavior and coordinate with Contractor safety personnel to mitigate risk.
  • Interpret the intent of project plans and specifications. Coordinate with Contractors in the field to resolve disputes.
  • Provide on-site, field engineering services to make minor field changes to design or to gather information for review by Engineers.
  • Review Contractors' submittals and RFIs and draft responses for approval by the Engineer.
  • Maintain accurate daily records of work performed for project tracking and construction progress payments.
  • Communicate effectively with Contractors, Owners or Engineering Staff. Lead or participate in project meetings, as directed.
  • Monitor compliance with project schedule and budgets and work with project team to mitigate delays.
  • Monitor quality control program, reviewing quality control testing and maintaining project documentation. Identify deviations from project documents and coordinate with Contractor to bring to standard.
  • Monitor Contractors compliance with permit requirements
  • Manage daily activities of Construction Inspectors, if assigned to the project.
  • Assist engineering and office staff with various tasks, including but not limited to: design reviews, writing specifications and developing cost estimates and construction schedules.
What You Bring Required Qualifications:
  • Bachelor's Degree in Civil Engineering, Construction Management, or related field
  • Minimum 10 years of professional public and/or consulting experience managing various transportation and infrastructure construction projects
  • Experience managing and supervising construction engineers and inspectors working on significant public works projects
  • Experience with Federal Aid projects and required compliance documentation and reporting
  • Responsible for oversight/coordination of inspection and contract administration staff - comfortable in a leadership/training of less experienced staff role
  • Working experience with Oregon Department of Transportation (ODOT) Standard Specifications for Road and Bridge Construction and/or Utah local area agencies (counties and cities), and/or Federal Highway Administration (FHWA) specifications and standards - preferred.
Preferred Qualifications:
  • Professional license
  • ODOT bridge, highway or roadway design, construction engineering and inspection project experience
