Job Summary

The Vice President of Student Affairs (VPSA) reports directly to the College President and is the Chief Student Affairs Officer for the college. The VPSA works collaboratively as a member of the college executive leadership team to advance RSC's strategic goals and objectives. The position leads Admissions and Records, Financial Aid, International Education, Testing Services, Academic Advising, Veterans Services, Student Life and Leadership, Disability Services, and New Student Orientation and Services. This individual advises the College President in matters pertaining to student affairs and services in the Maricopa County Community Colleges District, and works closely with the Vice President of Academic Affairs and the Vice President of Administrative Services to serve the best interests of the college. The VPSA may be asked to act on behalf of the College President in the President's absence. The position leads 3 direct reports and a total team of approximately 107, overseeing a budget of nearly $22M.

The Vice President of Student Affairs provides collaborative leadership, strategic planning, and oversight for all student affairs units, ensuring a comprehensive approach to student success,
retention, and completion. This role involves budget development and management, maximizing financial aid opportunities, and implementing student assessment programs to continuously enhance services. The VPSA leads research efforts to evaluate and improve student affairs programs and fosters a culture of student success beyond the classroom by integrating student learning outcomes across all initiatives. Working closely with college leadership, this position plays a critical role in strategic enrollment management, guiding both short and long-term planning to strengthen recruitment efforts and grow student headcount and credit hours. In addition to supervising, developing, and managing staff and student affairs departments, the VPSA assesses student needs, evaluates and enhances programs, and ensures effective collaboration across multiple college departments. Responsibilities include budget planning, grant process engagement, data analysis, and policy development, along with fostering cooperative working relationships within the college and broader community. Serving as ADA Compliance Officer, the VP ensures adherence to ADA regulations, maintains the student handbook, and works closely with Title IX administrators and faculty to resolve student disciplinary matters, ensuring procedural fairness and fostering a developmentally supportive student conduct system. Additionally, the VPSA serves as a liaison between the college and external stakeholders, building strong public relations with community leaders, K-12 school districts, businesses, and governmental agencies. They actively represent the college on district-wide councils, committees, and advisory groups, supporting the institution's mission to build strong, cooperative partnerships that enhance student success.

Essential Functions

40% - Provides collaborative leadership, strategic planning, supervision, budget development and management for all student affairs units to promote student success; develops strategies to maximize financial aid programs for student success; plans, develops and implements student assessment programs across the division; supervises research activities concerned with the
evaluation, improvement and monitoring of student affairs programs; provides leadership to implement a comprehensive culture of student success in the out-of-class environment through the integration of student success/learning outcomes into all programs; maintains an ongoing awareness of college-wide efforts by administrators, department chairs, faculty and staff to
improve student enrollment, persistence, retention, and completion; in collaboration with other college vice presidents, leads, develops and expands short and long-term institutional-level strategic enrollment management planning to reach college enrollment targets; strengthens and expands college recruitment and enrollment strategies to increase student headcount and
credit hours.
30% - Supervises, develops, and manages assigned staff and student affairs departments; assess student needs; develops, evaluates and coordinates responsive programs; analyzes and interprets data; manages planning and delivering student affairs services; coordinates activities with a variety of college staff and departments; prepares and monitors budgets; communicates effectively orally and in writing; engages with various aspects of the grant process; establishes cooperative working relationships with persons contacted in the course of performing assigned duties.
20% - Serves as the Title IX liaison to the regional Title IX coordinators and ADA Compliance Officer and ensures compliance with Title IX and ADA regulations. Maintains and ensures currency of the student handbook; develops and implements student discipline procedures, and consults with administrators and faculty to resolve student disciplinary issues to assure procedural
fairness; Oversees developmentally based student code of conduct and judicial services.
10% - Serves as a student affairs liaison and develops and promotes good public relation contacts with the community and other governmental officials; promotes and encourages cooperative working relationships with K-12 school districts, charter schools, and business, industry and community; represents college on district-wide councils, committees and ad hoc groups;
performs other duties as assigned.

Minimum Qualifications

Master's Degree from a regionally accredited institution and four years of progressively responsible management and/or leadership experience in field of assignment that includes two years of supervisory experience. Examples of student affairs academic support management/leadership experience includes: program management, project management, budget development and management related to programs or projects, staff supervision, policy development, administration, evaluation and compliance. Equivalency allowed.

A. Earned doctorate in a higher education related field from a regionally accredited post-secondary institution
