Repatriation Project Policy Analyst - 135114

The NAGPRA Repatriation Team reports to the Chancellor's Designee, and the Vice Chancellor of Operations Management and Capital Programs. Operations Management and Capital Programs supports UC San Diego's mission by providing a variety of operational and support services for the campus community. Under the direction of the Repatriation Project Team, the Repatriation Project Policy Analysis incumbent will carry out duties to ensure the daily implementation of the Native American Graves Protection Repatriation Act (NAGPRA) and CalNAGPRA (AB 275), which are state and federal regulations with the guidance of the UC Native American Cultural Affiliation and Repatriation policy. This position will include organization of internal/external documents, handling of confidential information and research UC San Diego cultural resource holdings. Foster community participation among Native American Tribes and Native Hawaiian Organizations by supporting consultation.

Uses skills as a seasoned, experienced professional with a full understanding of analytical practices, policies and procedures; researches, analyzes and develops solutions to a wide range of issues. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Primarily deals with policies, programs and proposals which are complex in nature and diverse in scope. Develops new programs, policies or procedures for possible implementation.

• Strong knowledge of Federal and State requirements for the Native American Graves Protection and Repatriation Act (NAGPRA) and other relevant laws and regulations.

• Strong communication and interpersonal skills to communicate effectively, both verbally and in writing. Highly skilled communication and interpersonal skills to interact with a diverse group of individuals to secure and/or provide information to clarify situations, and resolve problems; to communicate clearly and professionally; and to develop and sustain collegial working relationships with individuals from diverse backgrounds and perspectives.

• Experience working with Native American communities, preferably in California Native American Communities.

• Strong understanding of the repatriation process.

• Knowledge of consultation practices and processes with Native American Tribes and Native Hawaiian Organizations.

• Ability to use discretion and maintain all confidentiality.

• Strong team building and leadership skills; ability and skills to organize problem-solving sessions and guide teams toward effective solutions.

• Ability to multi-task with demanding timeframes.

• Strong policy analysis techniques.

• Ability to travel to meet with tribes, attend consultations, burials and other activities that are related to the repatriation process.

• Knowledge of common organization- or research-specific and other computer application programs.

• Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals / analyses.

• Bachelor's degree in related area and / or equivalent experience / training.

• Background check and clearance required prior to employment.
