DESCRIPTION OF WORK

The Financial Programs Trainee will be trained to contribute to the efficient operation of the Resource Management Section by learning to perform the following duties:
- Evaluate a School Food Authorities (SFAs) Nonprofit School Food Service Account (NSFSA) to determine the SFAs nonprofit status and compliance with the net cash resource limitation.
- The trainee will learn to pull the AFR Statement of Revenues, Expenses, and Changes in Fund Net Position
- The AFR's Statement of Revenues, Expenses, and Changes in Fund Net Position and Statement of Net Position will be used by the trainee to compare the information on the Child Nutrition Financial Report (CNFR) to ensure the SFA is reporting all food service revenues and expenses.
- If the sponsor has excess net cash resources, they will need to provide a corrective action plan to explain how the SFA intends to reduce its excess net cash resources.
- The trainee will learn to review the CNFR and corrective action plan (if applicable) to determine if the CNFR can be approved, or if it needs to be corrected by the sponsor.
The trainee will obtain a list of sponsors due for an Administrative Review organized by the month of the on-site review. The trainee will learn to:
- Communicate with CNP sponsors to obtain documentation to complete fiscal assessment of program operations.
- Track receipt of documentation necessary to complete the fiscal assessment, Conduct assessment of sponsor documentation for correctness, Analyze and evaluate documentation for overall financial health of CNP and compliance with reporting and use of revenues and expenditures for accuracy and allowability.
- Document assessment of review of financial records by completing appropriate section of the Administrative Review.
- Write technical assistance and corrective action in accordance with procedures and in consultation with supervisor/trainer.
- Communicate with sponsor if the documentation review results in the need for a comprehensive review. Documents the need for a comprehensive review, which will be completed by a trainer or supervisor.
- Assist with researching and developing training materials and help to keep training materials up to date and in alignment with federal and state regulations and guidance.
- Provide or assist with training and technical assistance by phone, email, webinars or in person.

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time. Staff is required to report to the worksite every Thursday, but this is subject to change depending on work requirements. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Four years of experience in bookkeeping work which included twelve (12) credits in accounting; or
- A Bachelor's Degree including twelve (12) credits in accounting; or
- Any equivalent combination of experience and training which includes twelve (12) credits in accounting.
- Applicants will be considered to have met the educational requirements once they are within three (3) months of graduating with a qualifying degree.
