Job Title: Senior Technical Project Manager

Job Summary: The Senior Technical Project Manager will play a critical role in supporting the client's strategic vision for Unemployment Insurance (UI) modernization. This includes maintaining Operations and Maintenance (O&M) support, assisting state IT implementations, providing software engineering and development support, and performing system testing and delivery support. The role requires collaboration with multi-contractor teams, federal staff, and state IT personnel to ensure seamless system integration and performance.

Key Responsibilities:

Operations and Maintenance (O&M) Support



  • Provide 24x7x365 Configuration Management support for UI modernization.
  • Maintain and implement configuration management plans to oversee software maintenance, changes, and releases.
  • Utilize DOL-defined tools for tracking software changes and ensuring proper change management procedures.
  • Support database management, including backup/recovery, performance monitoring, security enforcement, and compliance with FISMA and NIST standards.
  • Provide application development, testing, and troubleshooting support to ensure continuous improvement and system reliability.
  • Maintain help desk support to monitor tickets, resolve data exchange issues, and assist end users.


State IT Implementation Assistance



  • Assist state agencies with software engineering and development support.
  • Design and develop software architecture and platform solutions tailored to state UI requirements.
  • Conduct data analysis and generate statistical reports to facilitate decision-making for state and federal leaders.
  • Provide implementation plans and after-action reports detailing lessons learned from state integrations.


Software Engineering and Development



  • Develop, update, and enhance UI modernization software within a DOL-hosted modular framework.
  • Conduct security documentation, testing, and evaluation for system accreditation.
  • Perform application security vulnerability remediation and ensure compliance with DOL security standards.
  • Implement full lifecycle application development, from requirements gathering to deployment and maintenance.


Testing and Quality Assurance



  • Conduct functional and security testing to meet government quality standards.
  • Maintain and enhance automated testing suites to ensure thorough validation of software updates.
  • Perform peer reviews of test plans and support testing activities after every release or system update.


Collaboration and Compliance



  • Work in integrated SCRUM teams with federal and contract staff.
  • Participate in agile retrospective evaluations and continuous improvement efforts.
  • Ensure coordination and data sharing with other contractors and stakeholders.
  • Adhere to Organizational Change Management processes and develop communication materials to facilitate stakeholder engagement.


Qualifications



  • Bachelor's degree in Computer Science, Information Technology, or a related field (or equivalent experience).
  • Minimum of 5 years of experience in IT operations, software development, and system architecture.
  • Preferred Certifications: ITIL, PMP, Scrum Master, CISSP or CISM, or relevant technical certifications.
  • Experience in IT operations, software development, and system architecture.
  • Strong knowledge of cloud, on-premise, and hybrid infrastructures.
  • Expertise in database management, security compliance, and application testing.
  • Proficiency in agile methodologies, DevOps practices, and automation tools.
  • Strong analytical, problem-solving, and communication skills.
  • Ability to work in a fast-paced, collaborative environment with multiple stakeholders.


Compensation and Benefits

The projected compensation range for this position is $121,300 to $145,000 per year benchmarked in the Washington, D.C. metropolitan area. The targe salary for this position is $133,100. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
