Job Summary

The System Engineer II will support the client strategic vision for utilizing technology in the modernization of Unemployment Insurance (UI) systems. This position involves assisting with ongoing Operations and Maintenance (O&M) support, state IT implementation assistance, software engineering, application development, and architectural engineering. The successful candidate will work in a collaborative environment, engaging with a diverse team to ensure that UI modernization efforts are scalable, efficient, and meet the needs of the states participating in the UI modernization initiative.

Key Responsibilities

Operations and Maintenance Support



  • Provide support for the continued maintenance and improvement of UI Modernization efforts.





  • Assist with configuration management, database management, and application development.





  • Perform application testing, troubleshooting, and support across on-premise, cloud, and hybrid infrastructures.





  • Participate in integrated SCRUM teams, assisting with Sprint retrospectives, and collaboration with cross-functional team members.





  • Ensure proper configuration management procedures are followed, and coordinate change requests and release management processes.



State IT Implementation Assistance



  • Support State UI IT implementation efforts, including assisting in the development and support of software systems and applications.





  • Contribute to software architecture design and platform support to ensure the successful integration of systems across DOL and state infrastructures.





  • Prepare and present performance reports, technical specifications, and other deliverables to key stakeholders.





  • Assist with gathering state-specific needs and provide solutions to improve UI operations at the state level.



Software Engineering and Development



  • Assist in the design, development, and enhancement of software components for UI Modernization systems.





  • Develop application features and functionality per the DOL-approved System Development Life Cycle (SDLC).





  • Provide support for system testing and validation, ensuring that new software is deployed successfully and adheres to all performance and security standards.





  • Develop and maintain security documentation, and assist with the remediation of application security vulnerabilities.





  • Provide assistance in creating deployment plans, ensuring proper coordination with internal and external teams.



Database Management



  • Assist in maintaining and monitoring database servers, including backup/recovery, performance monitoring, patching, and upgrades.





  • Support database security by ensuring adherence to DOL and OIG standards, and implementing FISMA and NIST security controls.





  • Develop and maintain protocols for database system environments, ensuring proper security measures are in place.



Testing and Quality Assurance



  • Support the testing of software applications, ensuring that functional and security requirements are met.





  • Participate in the creation of test plans and execute functional and security testing for all applications.





  • Assist with root cause analysis and debugging of issues encountered during the development and deployment phases.





  • Provide Tier 3 Help Desk support for state-specific IT issues.



Collaborative Work Environment



  • Work effectively within integrated product teams (IPTs), collaborating with contractors, federal staff, and other DOL stakeholders.





  • Participate in daily SCRUM activities and contribute to team retrospectives for continuous process improvement.



Qualifications



  • Education: Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field.





  • Experience: 2-3 years of relevant experience in system engineering, software development, or IT support.





  • Experience in UI Modernization or similar projects is preferred.





  • Familiarity with SDLC methodologies, configuration management, and database management.





  • Knowledge of cloud, hybrid, and on-premise systems infrastructure.





  • Proficient in software engineering and development practices.





  • Experience with application testing, debugging, and performance optimization.





  • Familiarity with database management systems (e.g., SQL Server, Oracle).





  • Knowledge of system security practices, including FISMA and NIST standards.





  • Strong problem-solving skills and the ability to work with cross-functional teams.





  • Strong communication and collaboration skills.





  • Ability to work independently and as part of a team.





  • Excellent organizational skills and the ability to manage multiple tasks simultaneously.





  • Detail-oriented with a focus on delivering high-quality results.



Compensation and Benefits

The projected compensation range for this position is $90,000 to $115,000 per year benchmarked in the Washington, D.C. metropolitan area. The targe salary for this position is $106,800. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
