Job Summary

The Senior System Engineer will support the client's efforts to modernize its Unemployment Insurance (UI) systems. This includes maintaining Operations and Maintenance (O&M) support, assisting with State IT implementation, providing application development and architectural engineering support, and engaging in system testing and DevOps activities. The role demands a focus on scalability, security, and compliance across various infrastructures (on-premise, cloud, and hybrid) while supporting a multi-state UI modernization effort.

Key Responsibilities

Operations and Maintenance Services



  • Provide 24x7x365 support for Configuration Management, Database Management, Application Development and Support, Application Testing, and Help Desk Support.





  • Oversee the Configuration Management process, including change management, release management, and code promotions to production environments.





  • Manage database servers, ensuring proper backup/recovery, performance monitoring, and security compliance (FISMA and NIST).





  • Conduct troubleshooting, patching, and root cause analysis for production systems, ensuring smooth application functionality.



State IT Implementation Assistance



  • Collaborate with State UI IT teams to provide software engineering, application design, and platform support, ensuring integration and system performance meet DOL standards.





  • Assist in designing software systems and architectures for state UI systems, contributing to new technology evaluations and platform monitoring.





  • Prepare statistical reports and executive presentations to aid DOL and state-level decision-making and address common IT issues across states.



Software Engineering and Development



  • Design, develop, and enhance UI Modernization software applications within a DOL-centric hosted modular framework.





  • Maintain and enhance applications in production, including remediation of security vulnerabilities and documentation for system accreditation.





  • Develop IT security documentation and support testing and accreditation efforts for application security.





  • Apply full system life cycle development (SDLC) methodologies to build and deploy new functionalities, ensuring compliance with government standards.



Software Architecture Design and Platform Support



  • Design and develop system architectures and platforms to meet DOL and state UI business requirements.





  • Evaluate new technologies, monitor platform performance, and provide sustaining engineering for existing applications.



Testing and Quality Assurance



  • Develop and implement comprehensive testing strategies, including user acceptance, performance, and end-to-end testing, to validate newly engineered systems and functionality.





  • Perform application testing, bug identification, and quality assurance activities to ensure compliance with functional and security requirements.



Data Analysis and Reporting



  • Perform statistical analysis, data extraction, and reporting to support DOL and state performance evaluations.





  • Ensure accurate, timely, and actionable reporting of performance data to facilitate decision-making at state and national levels.





  • Provide insights into discrepancies and errors detected in data for further remediation.



Qualifications



  • Bachelor's degree in Computer Science, Information Technology, or a related field.





  • 10+ years of experience in system engineering, application development, and architecture in large-scale, mission-critical environments.





  • Preferred Certifications: AWS, Azure, ITIL, PMP, or related.





  • Strong experience with cloud, on-premise, and hybrid infrastructures.





  • Proficiency in Configuration Management, Database Management, and Application Development frameworks.





  • Hands-on experience with DevOps processes, system testing (manual and automation), and release management.





  • Expertise in software architecture design, platform support, and integration.





  • Solid understanding of security frameworks, including FISMA and NIST standards.





  • Strong communication skills for presenting technical concepts to non-technical stakeholders.





  • Experience working in an Agile/SCRUM environment.



Compensation and Benefits

The projected compensation range for this position is $115,000 to $135,000 per year benchmarked in the Washington, D.C. metropolitan area. The targe salary for this position is $128,000. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
