The Senior Project Manager - Planning leads Facilities Planning efforts for new initiatives, current projects, data management, and provides planning support to schools and district offices as needed.


Essential Functions



  • Develops data and database standards/processes and maintains data housed within Facilities Planning.
  • Oversees Relational Database Management System updates and leads efforts to expand database capabilities and integrations with internal and external systems.
  • Manages projects and delegates tasks to Planning staff dependent upon departmental needs and priorities.
  • Initiates projects as needed, and identifies opportunities for improvement by listening to feedback; implementation of good practice; or evaluation of existing processes.
  • Manages the writing of complex reports, memos and other correspondence.
  • Researches and develops recommendations for the implementation of new automated solutions
  • Oversees development of internal and external web tools and applications, and reception for end-users.
  • Represents the Planning Director and the office on various internal and external planning-related committees.
  • Oversees Data & Analysis team
  • Works with city, state and federal agencies as needed, including the Interagency Committee on Public School Construction and the Department of General Services.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board's policies and the professional standards.

Desired Qualifications



  • Bachelor's degree in urban/regional planning, data science, information technology, geography, GIS, or a related field, and eight years' experience in data management. Degree(s) must be from an accredited college or institution. Additional education may count towards practical experience.
  • Project management for multiple and concurrent projects.
  • Expertise with databases (both spatial and non-spatial) and developing SQL scripts and database reports.
  • Demonstrated ability to effectively prioritize ongoing and multiple projects to address multiple tasks, technical issues, and address contingencies on simultaneous projects.
  • Demonstrated ability to establish and maintain effective working relationships with consultants, contractors, City Schools' personnel and partner stakeholders at all levels.
  • Thorough knowledge of Baltimore City and Baltimore City Public Schools is preferred
  • Advanced skill in the use of technology and relevant design and office applications. Strong GIS skills are desirable along with a willingness to learn new technologies and applications as they become available
  • Good interpersonal, presentation, oral and written communication skills.
  • Experience in campus/district planning is preferred.
