DPWES The Stormwater Planning Division is a nationally recognized team committed to improving sustainability and resiliency by equitably reducing flood risk and improving stormwater management and the water quality of approximately 400 square miles of local watersheds and the Chesapeake Bay.

The position reports to the DPWES Stormwater Planning Unit located at 12000 Government Center Parkway, Fairfax, Virginia.

Duties and Responsibilities:
  • Develop summary reports and give formal presentations.
  • Manage the development and implementation of, and serve as the County's point of contact for, activities associated with assigned MS4 Permit elements.
  • Assist in the development, implementation, and upkeep of business applications used to input, track and report MS4 permit and TMDL information.
  • Prepare the county's annual MS4 Permit report. Organizes and manages files, data and documents associated with the MS4 permit and TMDL requirements.
  • Assists with MS4 permit maintenance, modification, and renewal activities.
  • Research and benchmark the County's MS4 permit, program and TMDL requirements with data from other jurisdictions and sources.
  • Assists in emergency response activities pertaining to snow, flooding, and other designated emergencies.

This position is required to be available 24 hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.

Note: The assigned functional areas for this position include environmental quality, business analysis, public safety services, communications, project management, and quality control.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Ability to communicate effectively and efficiently both verbally and in writing.
  • Knowledge of and experience with collecting, organizing, and analyzing data and developing written reports.
  • Knowledge of Stormwater management practices.
  • Experience with Microsoft Office (Word, PowerPoint, Excel,) and Data visualization tools.
  • Demonstrated experience in the use and configuration of the Esri ArcGIS platform to create and sustain maps, data, analyses, and applications in support of business processes.
  • Experience conducting and organizing public education and outreach materials and events.

PHYSICAL REQUIREMENTS:
Ability to drive a motor vehicle. Ability to perform field investigations. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants, sleeved shirt, and personal fall arrest harness. All duties performed with or without reasonable accommodations.
