We currently have an exciting opportunity in our Purchasing department. This position specifically islocated in Norfolk, Virginia. We are looking for a Purchasing Manager. The hours are 7 am - 4pm, Monday -Friday.

  1. ESSENTIAL FUNCTIONS AND PURPOSE (Job Description)



Responsible for the management of all Purchasing activities for contracts and internal activities. Includes development and implementation of policy, and strategy; personnel recruiting, staffing, and training; process development, and establishment of quality standards for all procurements.




  1. POSITION DEMANDS (Education/Training)



Typically has a BA/BS in a related field of study plus two (2) years directly related experience, or AA/AS plus four (4) years directly related experience, or eight (8) years' directly related experience.

POSITION DEMANDS (Required Experience)

Knowledge of:



  • In-depth knowledge of NASSCO's ship repair approach, organization, procedures and material requirements.
  • Full understanding of the Federal Acquisition Regulations (FAR), Defense of Defense FAR Supplement (DFARS), state, local, import/export regulations, and company policy.
  • Material requirements planning and procurement systems.
  • Material cost accounting.
  • Company Terms and Conditions.
  • NASSCO health, safety, and environmental policy.
  • Skill in:
  • Managing material and service procurements.
  • Document preparation including special reports and presentations.
  • Proficient use of Microsoft Office products.
  • Excellent verbal and written communication skills, and ability to think clearly under pressure of time deadlines.
  • Ability to conduct complex negotiations.
  • Development and presentation to Top Management complex material consisting of qualitative information, rationales, conclusions, and recommendations.
  • Recognition of group dynamics and application of techniques to achieve department and company objectives.
  • Ability to read and interpret engineering drawings and military specifications is highly desirable.

  1. WORKING RELATIONSHIPS



Reports to the Senior Director of Business Operations for all tasks and assignments. Manages Buyers, Expeditors and Cost Point Administrators. Interfaces with department Managers, customers and vendors.




  1. PRINCIPAL RESPONSIBILITIES




  • Manage purchasing process to enable timely best value award of purchase orders at the best overall value, commensurate with quality and schedule requirements, to NASSCO in support of programs, both commercial and military, as well as internal requirements.
  • Achieve customer satisfaction by providing > 99% of material on time to support production requirements.
  • Conduct or participate in negotiations for high dollar value purchase orders.
  • Provide guidance and support to Buyers to insure compliance with Government laws and regulations in accordance with flow down provisions of prime contracts and sound business practices in the commercial and government sectors.
  • Provide guidance to the Expeditor to ensure Production is informed of material requirements that do not support the Production Schedule.
  • Identify cost/price reduction opportunities that reduce costs to the Company and external Costumers.
  • Level load Purchasing Group workload and oversee activities to insure compliance with all contract requirements and company policies.
  • Review and ratify purchase orders.
  • Manage resolution of internal and external departmental issues, including logistics, personnel, invoicing, delivery and prioritization conflicts.
  • Establish and maintain effective working relationships with external suppliers to ensure responsive support of NASSCO requirements and goals.
  • Develop, execute, and control departmental budgets to insure goals are achieved.
  • Develop training program for department personnel in order to effectively carry out departmental responsibilities in support of Government purchasing regulations and NASSCO's mission and operating philosophy.
  • Monitor performance trends, analyze purchasing process improvement benefits, and implement process improvement initiatives.
  • Maintain internal and external communication dedicated to improvement of the purchasing function. External communication includes professional business relationships directed toward reduction of material costs.
  • Implement purchasing policies and objectives including procurement strategies, product quality, and department policy standards.
  • Be aware of NASSCO's "Standards and Business Conduct" and abide by the instructions and guidelines set forth in the standard.
  • Performs other responsibilities and duties as assigned.




  1. ACCOUNTABILITY



Accountable to the Senior Director of Business Operations for all aspects of department administration and operation. Responsible for assisting other departments to support their material and out-sourced service requirements.




  1. UNIQUE/ADDITIONAL REQUIREMENTS



Must have reliable record of attendance and punctuality and be available for overtime as required. Must be able to physically transit all areas of the facility. Regularly required to sit, use hands and fingers, handle or feel objects or controls, and to talk and hear. Must have good eye/hand coordination. The noise level in the work environment is usually moderate. Must be able to gain access to all work locations including government and private ship yards and/or vessels. A credit check will be required for this position.
