JOB SUMMARY Responsible for directing activities of Finance Department, including processes to accurately record and distribute timely financial information; properly maintain fixed asset records; establish and maintain effective internal controls; disburse financial resources upon proper authority; manage cash flow and invest available funds; issue and maintain bonds to finance the Capital Improvement Program; manage activities related to cost of service calculation and rate-making; direct procurement activities; and provide information about Finance activities that will assist management and others in making educated economic decisions about the company's future. ESSENTIAL JOB FUNCTIONS Plan and direct the activities of General and Project Accounting, Accounts Receivable, Accounts Payable, Payroll and Budget, Water Rates and Financial Analysis and Procurement areas. Develop, execute, and manage the department's operational budget. Oversee the activities of the department for the accurate and timely dissemination of financial management reports including, but not limited to, internal and monthly external financial statements, annual audits, and annual budgets. Oversee cash management including forecasting short- and long-term cash needs and monitoring all cash transfers between accounts and company investments. Ensure investment portfolio is structured and managed in order to meet cash flow needs. Oversee activities related to the annual cost of service calculation and ratemaking, including preparation of the Tariff. Oversee activities related to the Company's bonds including issuance/refunding of bonds, compliance with covenants, management of bond funds and administration of debt service. Ensure the accurate and timely processing of all cash expenditures including vendor accounts payable, employee expense reports, payroll, and payroll taxes. Ensure the accurate and timely management of all miscellaneous accounts receivable activities, including billings and cash receipts. Provide leadership and support of the Company's procurement activities including the administration of supplier diversity programs. Manage accounting processes to ensure accurate and timely recording of accounting transactions in accordance with Generally Accepted Accounting Principles. Ensure that Governmental Accounting Standards that are applicable to Louisville Water are properly implemented on a timely basis and monitor compliance with all Standards on a continuing basis. Ensure that the provision of accounting services for all Louisville Water subsidiaries or related companies which are provided by a third-party contractor is completed timely and accurately. Establish and enforce appropriate internal controls. Ensure timely, accurate, and efficient communication of financial and operating information to the Board of Water Works, executive management, and auditors. Prepare reports that summarize and forecast company business activity and financial position in areas of income, expenses, and earnings based on past, present, and expected operations. Direct the preparation of budgets and long-range financial plan. Ensure reports required by regulatory agencies are prepared and filed on a timely basis. Coordinate the month-end and year-end closing process. Assist in the development, execution, and monitoring of finance related strategies within the company's strategic plan. Develop and promote a cohesive and productive department through effective communication and consistent implementation of policies and procedures. Ensure the department continuously identifies customer needs and requirements and develops work processes that effectively meet those needs. Be accountable for the department's performance in accomplishing operational objectives, meeting budget, and maintaining an elevated level of customer satisfaction for both internal and external customers. Provide support to other departments to promote the success of Louisville Water as a whole. Provide leadership to Finance staff to ensure continuous improvements are made within the processes of the department. Coach, counsel, and evaluate personnel operating within the department and ensure that they are fully trained and have the resources they need to perform their responsibilities. Engage in ongoing professional development. Perform other duties as assigned. SUPERVISORY RESPONSIBILITY This position manages non-exempt, exempt, supervisor, and manager employees and is responsible for the performance management of employees within the department. WORKING CONDITIONS Generally, works a 40-hour week in an office environment; occasionally travels between various company locations. Work is primarily sedentary using a computer for the majority of hours worked. MINIMUM QUALIFICATIONS Bachelor's degree in Accounting, Finance, Business Administration, Business Management, or closely related field; and Ten (10) years of accounting or finance experience; and Seven (7) years management experience with direct responsibility/accountability for the work of others; and Valid driver's license EEO/AA Statement
