About the Department	Emergency Preparedness and Strategic Initiatives staff provides consultative and technical support, training and direction for regulatory compliance and effective program development to University faculty, staff, students and visitors. The Fire and Life Safety team responds to fire/ EMS related calls, conducts building/housing inspections, conducts plan reviews for renovations and new construction, performs testing procedures per NFPA/University guidelines for building acceptance, identifies fire/life safety issues and corrective measures, provides consultation and conducts public education.

Essential Job Duties	The primary purpose of this position is to serve as the administrator of the Fire and Life Safety section of the Emergency Preparedness and Strategic Initiatives Department. This is a high-impact leadership role at the center of campus safety, innovation, and community resilience. As Program Manager, you will lead a team of dedicated fire and life safety professionals, champion critical compliance initiatives, and shape programs that directly protect lives and property across a dynamic university environment. You'll play a vital role in emergency response, strategic planning, and advancing best practices-ensuring the campus remains safe, prepared, and forward-thinking. Knowledge - Professional: Bring your expertise to a role where every decision matters. You'll apply advanced fire and life safety knowledge to support safe occupancy, event planning, and code compliance across campus spaces-helping partners maximize their environments while maintaining the highest safety standards. You'll serve as a trusted advisor and technical expert, guiding stakeholders through complex compliance requirements and authorizing safe, code-compliant operations. In both routine and high-pressure situations, you'll contribute to emergency response efforts using the Incident Command System (ICS), collaborating with campus and external agencies. This role thrives on adaptability. As codes, technologies, and community needs evolve, you'll continuously assess, refine, and implement forward-looking strategies that align with institutional goals and regulatory requirements. Program Monitoring and Administration: Take full ownership of a comprehensive fire and life safety program that spans the entire university. As a key authority in this space, you'll oversee compliance, guide program direction, and ensure alignment with state and regulatory partners such as the Office of State Fire Marshal and State Construction Office. You'll lead and develop a talented team-supporting hiring, performance management, and professional growth-while also driving operational excellence through thoughtful resource management, technology adoption, and process improvement. Your analytical mindset will shine as you review inspections, incident data, and program outcomes to identify trends, strengthen compliance, and continuously enhance safety performance. You'll also play a critical role in inspections, investigations, and regulatory coordination. From overseeing system testing and construction compliance to managing budgets and advancing program initiatives, you'll be at the forefront of building a safer, smarter campus. Training and Education: Make a lasting impact by empowering others with life-saving knowledge. You'll design and deliver engaging fire and life safety training programs tailored to a varied campus community, while also expanding educational opportunities for your team. You'll lead or coordinate a wide range of essential training programs, including First Aid, CPR (American Heart Association), fire extinguisher use, fire watch protocols, and emerging safety topics like e-mobility device safety. Additionally, you'll ensure your team maintains critical certifications and stays current with evolving industry standards, including EMT, HazMat, NIMS, and more-fostering a culture of continuous learning and professional excellence. Safety and Health Compliance: Be the driving force behind a robust and proactive safety culture. You'll oversee a wide range of compliance activities-from inspections and drills to permitting and system testing-ensuring the university meets and exceeds all fire and life safety requirements. Your expertise will guide the review of construction and renovation projects, ensuring alignment with state and national codes, including NFPA standards and North Carolina building and fire codes. You'll collaborate closely with campus partners to support unique projects, specialized installations, and large-scale events. Whether supporting laboratory modifications, coordinating event safety for major concerts, or ensuring proper system functionality in new construction, your work will directly contribute to a safe and compliant campus environment. Communication: Serve as a key connector across campus and beyond. You'll build strong partnerships with internal stakeholders and external agencies, ensuring seamless coordination of fire and life safety programs and initiatives. Through clear communication and collaboration, you'll help maintain and evolve critical processes such as plan reviews, inspections, alarm testing, and water supply systems. Your ability to align stakeholders, share expertise, and adapt programs to meet changing needs will be essential in advancing a culture of safety and preparedness across the university. Qualifications

Minimum Education and Experience	Bachelor's degree and two years of related experience; or Master's Degree in a Physical Science, Biological Science, Environmental Science/Engineering, Occupational Safety, Industrial Technology or related discipline; or an equivalent combination of training and experience. Some positions may require additional training or licensure. All degrees must be received from appropriately accredited institutions.
Other Required Qualifications	Ability to communicate openly and effectively through interpersonal interaction and written communication to ensure the message is understood by the recipient. Ability to develop a plan for fire/life safety programs that fit the needs of the campus community. Ability to develop a good working relationship with building liaison's through interaction and involving the liaisons with the plan development. Ability to effectively work with partners that are not actual University employees but work closely with the University in an effort to share critical fire/life safety information that affects them as well.
Preferred Qualifications	HazMat Ops plus. OSFM Level I responder.
Required License(s) or Certification(s)	N.C. EMT-B (or obtain within 6 months), Hazmat Awareness. Valid Driver's License. Valid NC driver's license within 60 days of hire.
