PURPOSE:

This position will drive change in process safety performance across Calumet to promote and align on key elements of risk reduction and compliance. The Senior Manager PSM will collaboratively support site progress in process safety risk reduction and compliance. The successful candidate will identify, develop, socialize, and support implementation of corporate policies and standards, as appropriate for continual improvement. This successful candidate will be a professional with subject matter expertise as well as leadership and influencing skills. This position reports to the Director of Corporate HSE and will be expected to work across multiple refineries and manufacturing locations. The position also supports engineering, senior company management, and corporate attorneys as needed.

KEY OBJECTIVES AND RESPONSIBILITIES:



  • Align PSM processes with business goals and engage employees to promote behaviors that will achieve the highest levels of productivity in the safest possible manner.
  • Demonstrated success defining risk reduction opportunities and sharing company and industry learnings across the organization to prevent incidents and drive PSM metrics downward.
  • Serve as Subject Matter Expert (SME) regarding interpretation of federal, state, and local regulations.
  • Facilitate the development of and lead the review process for Process Safety related corporate standards
  • Partner with the Mechanical Integrity and Process Engineering functions to align on application of process safety elements for site operations
  • Align corporate and site PSM goals and strategies.
  • Build and maintain positive relationships with internal and external customers, including federal, state, local regulators, and the community.
  • Provide regulatory interpretation and technical support on process safety matters and site projects
  • Identify opportunities for continuous improvement regarding PSM performance and associated policies and programs.
  • Support development and implementation of process safety initiatives and programs, focusing on both proactive and reactive risk management programs.
  • Maintain and implement updated Policies, Procedures, and Emergency Action Plans.
  • Perform assessments (e.g. internal PSM assessments at applicable sites)
  • Ensure regulatory compliance through effective training
  • Develop and deliver employee training on process safety specific topics
  • Represent the organization in community or industry safety groups and programs
  • Conduct incident and accident investigations and train others in this discipline.
  • Coordinate PHA revalidation (e.g. facilitator scheduling, technical review of charter and recommendation/action items in advance of site management approval)
  • Line of sight to Process Safety Critical Asset Integrity program at the facility
  • Support development of Major Accident Response Plans
  • Coordinate review of contractor PSM qualifications
  • Provide oversight to MOC process by maintaining and auditing MOC and Pre-Start Up Safety Review (PSSR) records and procedures; manage eMOC tool and coordinate updates with site PSM representatives and IT
  • Champion facility siting process to embed requirements into an effective management system
  • Other duties as assigned


REQUIRED EDUCATION/EXPERIENCES:



  • 15+ years' experience in technical, operations, and process safety related roles with 5+ in the refinery/petrochemical/chemical industry
  • BS in related field
  • Expert in PSM program management
  • 20-30% domestic travel
  • Physical Requirements: While performing the duties of this job, the employee is regularly required to walk, sit, talk and hear. The employee is occasionally required to stand; use hands to finger, handle, or feel; reach with hands and arms; and may occasionally be required to climb or balance; and stoop, kneel, crouch, or crawl. The employee may occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, color vision, peripheral vision, depth perception and ability to adjust focus.
