Position Overview

We are seeking a highly skilled Program Manager to lead and oversee a Systems Engineering and Technical Assistance (SETA) program supporting the United States Air Force (USAF) Space Operations. The Program Manager will be responsible for ensuring successful execution of SETA services, aligning technical and programmatic objectives with USAF mission needs, and managing key stakeholder relationships. This role requires experience in space operations, program management, and SETA support within a federal contracting environment.



Responsibilities

    Lead and manage the execution of the USAF Space-related SETA program, ensuring all contractual requirements, deliverables, and performance objectives are met.

  • Provide strategic guidance and oversight to SETA personnel, ensuring alignment with USAF space mission priorities.

  • Oversee program planning, resource allocation, risk management, and quality assurance.

  • Serve as the primary liaison between government stakeholders and contractor personnel, facilitating communication and alignment on technical and operational priorities.

  • Ensure compliance with DOD acquisition policies, regulations, and USAF directives.

  • Develop and maintain program schedules, cost tracking, and performance metrics to ensure effective program execution.

  • Identify and implement process improvements to enhance program efficiency and effectiveness.

  • Prepare and deliver briefings, reports, and recommendations to USAF leadership and key stakeholders.

  • Coordinate with subcontractors, vendors, and other partners to optimize program performance.

  • Support business development efforts, including program expansion and future opportunities within the USAF and broader Space Force domain.



Required Qualifications

  • Bachelor's degree in Engineering, Aerospace, Business Administration, or a related field (Master's degree preferred).

  • 10+ years of experience in program management, with at least 5 years supporting USAF or DoD space programs.

  • Demonstrated experience leading SETA support efforts within a DoD acquisition framework.

  • In-depth understanding of USAF space operations, requirements, and acquisition processes.

  • Experience managing contracts under DoD IDIQ vehicles (e.g., RS3, OASIS, GSA).

  • Strong leadership, communication, and stakeholder engagement skills.

  • Knowledge of DoD budget cycles, PPBE process, and program execution strategies.

  • Ability to obtain and maintain a Top Secret/SCI clearance (if not already held).



Preferred Qualifications

  • PMP certification or DAWIA Level III Program Management certification.

  • Experience with SETA roles supporting space-based ISR, SATCOM, PNT, or SDA initiatives.

  • Understanding of emerging space technologies, satellite architectures, and orbital warfare.

  • Familiarity with Space Force, AFWERX, and other innovation initiatives within the DoD Space Enterprise.

  • Experience working with classified programs and special access requirements.
