PRIMARY FUNCTION

The Project Lead is responsible for the coordination and completion of projects and reports to the division Program or Project Manager.

ESSENTIAL FUNCTIONS

  • Allocates resources to meet ever-changing mission requirements and ensures the maintenance organization is not overly tasked with augmentation duties outside maintenance functional areas. Plans and directs project execution; monitors and develops reports on progress.
    Manages all maintenance, PC, QC, and aviation logistics personnel.
  • Ensures all maintenance, preventive maintenance, and alterations are completed in accordance with Yulista policies and applicable technical data.
  • Identify and establish new sources of supply for materials, equipment, or supplies and work with corporate supplier quality to have them added to the company Approved Vendor List (AVL).
  • Familiar with the concepts, practices, and procedures of Government procurement. Implement procurement strategies, negotiate with suppliers, and manage vendor relationships to ensure that the organization has the necessary resources to operate effectively.
  • Evaluate vendor quotes and services to determine most desirable suppliers.
  • Manage and develop cost reduction strategies and savings plans.
  • Compiles project status reports, coordinates project schedules, manages project meetings, and identifies and resolves project problems.
  • Coordinates project activities and ensures all project phases are documented appropriately.
  • Interview vendors to determine best product availability and terms of sales.
  • Review, approve, prepare, and process requisitions and purchase orders for supplies and equipment.
  • Assist contract and program management to process, understand and engage effectively with the procurement process.
  • Review purchase order claims and contracts for CPSR conformance to company policy.
  • Analyze Request For Proposals (RFP) and Request For Information (RFI) responses from solicited suppliers based on pricing, capability to perform the required work, delivery commitments, terms and conditions, and prepare price quotes of projects
  • Interface with the government lead and customer on a daily basis
  • A degree of creativity and latitude is required with general supervision.
  • Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES

This position may have direct reports. Gives input but relies on Project/Program Managers on final decision making with duties including interviewing, hiring, terminating, performance reviews, and performance corrections. This position has the responsibility and authority to carry out assigned tasks.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Must be able to lead a team in providing modifications to aviation systems.
  • Basic knowledge of Aviation operations that includes resources, both personnel and primary facilities, in order to manufacture modifications and support the modifications in an expeditious manner to meet urgent customer schedules.
  • Must possess effective communicative skills, both oral and written, to deal with corporate and customer concerns.
  • Able to provide presentations and communicate well both orally and in writing.
  • Superior computer skills; specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs. Intermediate knowledge of Microsoft Project is preferred
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Possess the knowledge and skills to solve technical and logistical issues on a major defense acquisition.
  • Ability to write routine reports and correspondence and accurately enter data into databases
  • Interpersonal skills to work effectively and cooperatively with all levels of management and staff. Will also routinely interact with external stakeholders such as customers, vendors, suppliers, shipping companies, etc. Must represent the companies in a professional manner at all times.
  • Must be trustworthy - will handle confidential information routinely
  • Ability to use general office equipment such as fax, phone, copier, scanner, printers, etc.
  • Professional customer service skills, including active listening, prompt service and follow-up.
  • Strong problem solving skills; ability to draw conclusions and make recommendations for problem resolution
  • Ability to learn and understand corporate policies and procedures and how they relate to company's goals.
  • Ability to perform basic mathematical computations.
  • High degree of self-motivation and the ability to work independently
  • Ability to multi-task.

QUALIFICATIONS:

  • BA/BS Degree or currently enrolled; High school diploma or equivalent with at least 5 years of task related experience and / or 5+ years of related experience, with at least 2 years specifically in military standards and specifications
  • Formal technical training or on the job training in DoD Acquisitions and manufacturing procurement experience.
  • Must be able to obtain and maintain a Government Security Clearance.
  • Qualified candidate should have 3 to 5 years of experience in DoD Acquisitions.
  • Experience in civil or military aircraft operations is a plus.
