This position is open to the public and all current City employees covered under the City's collective bargaining agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

WORKING WITH THE CHICAGO DEPARTMENT OF PUBLIC HEALTH

The mission of the Chicago Department of Public Health (CDPH) is to work with communities and partners to create an equitable, safe, resilient and Healthy Chicago. As a member of the CDPH Disease Control Bureau, the Principal Programmer/Analyst performs specialized data processing and analysis functions to enhance public health surveillance and emergency response capabilities in the City of Chicago.

ROLE SUMMARY

As a member of the CDPH Disease Control Bureau's Epidemiology Program, the Principal Programmer/Analyst plays a key role in the development, improvement, maintenance, automation, and modernization of data flows, visualizations, reports, and dissemination methods. This individual will collaborate with cross-functional teams to design and implement solutions that optimize the flow of data, enhance reporting processes, and ensure the seamless delivery of insights to key stakeholders. Leveraging a deep understanding of programming, data engineering, and analytics, the Principal Programmer/Analyst will lead efforts to automate manual processes, modernize legacy systems, and improve data accessibility and visualization techniques. The Principal Programmer/Analyst will also actively develop, maintain, and enhance public health surveillance and reporting tools built on different infrastructures, mainly including R, SAS, and web-coding.

ESSENTIAL DUTIES & Responsibilities



  • Data Coordination, Analysis, and Dissemination: Design and develop new data pipelines and enhance existing ones to ensure efficient, accurate, and timely data collection and processing. Create high-quality analytic products for a variety of internal and external audiences
  • Automation: Implement automated data processing workflows and reporting systems, reducing manual intervention and improving operational efficiency.
  • Data Visualization: Create dynamic, user-friendly visualizations that make complex data accessible and actionable for non-technical stakeholders. The minimum skill set required to perform these activities should include R, Microsoft PowerBI, Tableau, HTML, CSS, and Javascript.
  • Analytics: Implement descriptive and advanced analytics to improve understanding of critical public health issues, using computer software programs to generate clear data summaries, tables, charts, and graphic displays.
  • Reporting & Dissemination: Develop and maintain a robust suite of reports, dashboards, and other dissemination tools to meet organizational needs and ensure data is effectively communicated.
  • Modernization: Lead efforts to modernize legacy disease surveillance systems and applications, incorporating best practices and state-of-the-art technologies to ensure data integrity, scalability, and performance.
  • Collaboration & Leadership: Work closely with data scientists, analysts, IT teams, and business stakeholders to ensure alignment with business goals, technical requirements, and project timelines.
  • Optimization: Continuously monitor and optimize the performance of data pipelines, visualizations, and reporting tools to ensure the highest level of performance and reliability.


Essential Duties



  • Develops and maintains complex programs and procedures designed to meet business information needs.
  • Performs systems analysis and design functions for highly difficult applications for both centralized and distributed computer systems.
  • Coordinates and reviews the development of computer systems by contracted vendors and internal staff.
  • Coordinates and monitors the modification and/or maintenance of existing programs and databases to conform to business requirements or systems changes.
  • Monitors and provides directions in computer program documentation, testing, and implementation processes.
  • Monitors applications to determine conformance with user requirements.
  • Troubleshoots and corrects complex software malfunctions.
  • Recommends upgrades to current computer systems based on various factors (e.g., business needs, availability of new technology, departmental budget for technology expenditures).
  • Modifies existing computer programs to conform to business requirements or systems and process changes.
  • Provides technical training to staff and users

Days: Monday - Friday

Hours: 8:30am to 4:30pm

Qualifications

MINIMUM QUALIFICATIONS: Graduation from an accredited college or university with a Bachelor's degree in Computer Sciences, Information Technology/Systems, or a directly related field, plus three years of experience in the design and development of computerized systems, or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met.
