Overview

The Gas Service Manager establishes and enforces expectations that align with our corporate strategy and support our corporate values of Service, Honesty, Concern, Courtesy, Excellence and Teamwork. Through daily oversight and engagement, the Gas Service Manager will lead, foster, develop and maintain a highly qualified workforce (management and union) who are responsible for responding to gas emergencies (leaks, odors, carbon monoxide) and investigating to mitigate hazards. This role also oversees compliance with regulatory and company programs (Valve Inspections, Periodic Meter Changes, etc.) as well as customer requested work (meter installation, meter moveouts, capacity upgrades, etc.).

Responsibilities

Core Responsibilities

  • Ensure the workforce is equipped with the necessary training, safety equipment, materials and supplies to be most productive and safe.
  • Oversee and ensure workforce scheduling is optimized to meet emergency response, productivity, and compliance goals.
  • Supervise workforce, ensuring high-quality performance and productivity.
  • Efficiently manage various important administrative tasks in a timely, accurate, and organized manner (e.g., timesheet review and approval, time-off approvals, fieldwork paperwork review, leak sheet/template reviews, work dispatch).
  • Available to respond to gas system emergencies on a 24/7 basis and manage incidents and emergencies, often as the Incident Commander, with sound decision making and problem-solving skills.
  • Oversee the Gas Service Operations & Maintenance (O&M) budget, including weekly forecasting, to ensure adherence to annual budgetary guidelines.
  • Make sound decisions that positively impact the business, workforce, public and/or customer
  • Establish effective working relationships with internal and external groups to facilitate the execution of work activities.
  • Proficient in applicable Gas Work Procedures, Federal/State Codes and Regulations.
  • Proficient in company safety and human resource policies and the Collective Bargaining Agreement (CBA).
  • Ensure fair and timely action on labor issues, grievances, and disciplinary actions.
  • Perform, with proficiency, managerial functions including hiring, performance management, and career development.
  • Activiate participation with and contribution to various committees and working groups.
  • Promote team morale and team building to improve safety and productivity.
  • Provide coaching and mentorship.
  • Perform other related tasks, assignments, and special projects as required.

Qualifications

Required Education/Experience
  • Master's Degree Business Management/Administration, Engineering, or related discipline and 2+ years related work experience in the operation and maintenance of a gas distribution system or equivalent operations experience or
  • Bachelor's Degree Business Management/Administration, Engineering, or related discipline and 3+ years related work experience in the operation and maintenance of a gas distribution system or equivalent operations experience or
  • Associate's Degree Business Management/Administration, Engineering, or related discipline and 5+ years related work experience in the operation and maintenance of a gas distribution system or equivalent operations experience or
  • High School Diploma/GED and 7+ years related work experience in the operation and maintenance of a gas distribution system or equivalent operations experience
Relevant Work Experience
  • Working knowledge of gas distribution system, operations, maintenance and/or gas construction work methods. Required
  • Technical proficiency within subject matter and experience with leading a team involved in field operations activities or direct experience supervising front-line employees. Required
  • Experience with emergency response and the supervision of personnel engaged in emergency fieldwork. Required
  • Demonstrated ability to lead, manage, and motivate management and bargaining unit employees. Required
  • Ability to manage multiple tasks independently and effectively; and be effective in a fast-paced and emergency environment. Required
  • Demonstrated ability to achieve business objectives and performance goals. Required
  • Experience with operating budgets and forecasting. Required
  • Demonstrated adaptability, flexibility, and teamwork skills. Required
  • Strong organizational and time management skills; sound decision making and problem-solving skills. Required
  • Strong interpersonal skills and demonstrated ability to interact with a wide variety of audiences and collaborate in cross-functional teams. Required

  • Ability to effectively implement and facilitate various company programs and initiatives. Required
  • Working knowledge of the Gas Mobile Dispatch system, or equivalent. Required
  • Working knowledge of the National Fuel Gas Code. Required
  • Working knowledge of Company safety standards and programs. Preferred
  • Working knowledge of the Collective Bargaining Agreement and relevant Human Resources Policies. Preferred
  • Experience with off-hour on-call responsibilities. Preferred
  • Proficiency in performance management, conflict resolution, and contractual interpretation. Preferred
  • Knowledge of emergency response principles and/or Incident Command System (ICS). Preferred
  • Reside within the gas service territory (Rockland County, Orange County) Preferred

Additional Physical Demands
  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • This position is subject to drug and alcohol testing as required by the Department of Transportation.
  • 5 days a week in-person for office and field work. This position reporting office is Spring Valley but requires weekly office and field presence at all three work out locations: Spring Valley, Blooming Grove and Middletown
  • Must fulfill the requirements of the Operator Qualification for the assigned area within one (1) year of accepting the position.
  • Work requires off-hour on-call responsibility (Duty Supervisor) on a rotational basis providing emergency response and supervision of personnel engaged in off-hour emergency operations. This rotational basis includes nights, weekends and holidays
  • Must fulfill the requirements of the Duty Supervisor qualification within nine (9) months of accepting the position.
  • Work is sometimes conducted outside, in varied conditions and terrain including adverse weather conditions, climbing, and working in areas of limited space, and in a shared office environment.
  • At times, requires working long hours in response to outage situations and shift coverage requirements.
  • Travel to other company divisions and to other company locations to attend training is required is required.
  • Must be able to read small print and symbols.
  • Must be able and willing to travel within and out of the O&R and CECONY service territory, as needed.
