Job Summary

CenterPointEnergy serves multiple jurisdictions for-natural gas distribution, electric transmission and distribution service for Houston area in southeast Texas and fully integrated electric business in southwest Indiana. This position will focus on the Indiana and Ohio natural gas jurisdictions and the electric business in southwest Indiana. Develops and implements rate cases and other major regulatory filings, including providing support for preparing revenue requirements, cost allocation and rate design to achieve CenterPoint Energy's (CNP's) strategies, goals and objectives. Supports the development of potential capital investment plan filings in Indiana and Ohio. Develops indicative rates with prospective customers, which will help CNP effectively compete for electric business in southwest Indiana and natural gas business in Indiana and Ohio. Qualified candidate must show an understanding of the natural gas and electric utility businesses including principles of cost allocation and rate design, and knowledge of power plant generation resources. Provides work direction to junior professionals.

Essential Functions




  • Preparesspecial studies that are utilized in cost of service studies, allocations to gas and electric rate classes, and rate design for natural gas in Indiana and Ohio, and electric in southwest Indiana jurisdictions.



  • Provides direction and input on the calculation of revenue requirement and regulatory filings, allocation of revenue requirement to customer classes, customer impacts, and resulting rates for complex regulatory filings.



  • Coordinates with expert consultants in major regulatory filings to provide data, input, and direction in the development of cost of service studies.



  • Coordinates the implementation of rate changes and the administration of existing rates and tariffs.



  • Administers existing rates and tariffs.



  • Maintains compliance with all applicable requirements concerning rates, gas costs, fuel costs, and tariff-related matters.



  • Assists in preparation of regulatory filings including testimony, schedules, work papers, requests for information and briefs on a timely basis and ensures compliance with all regulatory requirements.



  • Gathers and analyzes financial information and operating statistics and their impacts for the development of regulatory strategies.



  • Prepares major rate and regulatory projects.



  • Monitors and communicates to senior management key developments in rate and regulatory matters that directly or indirectly impact CNP or its business environment.



  • Represents CNP's interests in dealings with regional trade, industry and professional organizations.



  • Works closely with industry associations to coordinate industry responses to key rate and regulatory issues.



  • Establishes and maintains communications with members of the appropriate CenterPoint departments to identify and research current issues or trends affecting regulatory environment.



  • Attends workshops and conferences to monitor the regulatory environment to identify trends, issues, or decisions which might affect Company's regulatory objectives.



  • Performs ad-hoc analysis as needed to support department activities (Regulatory, Integrated Resource Planning, etc.) including special studies (i.e. COS) related to rate cases.



  • Support development of special contract electric and/or natural gas rates for current and prospective customers.



  • Performs billing and benchmarking estimates, bill audits, rate verification, and SOX audits and testing.



Education Description




  • Requiresa Bachelor's degree.



Experience




  • Requiresa minimumfive to seven (5-7) years of experience in rate or regulatory matters and a minimum of two years in regulatory relationships.
