Overview:

We are seeking an Operations Manager (OM) who fill focus on vision, strategy, planning, and execution of operational activities for the partnerships mission at the Oak Ridge National Laboratory (ORNL). ORNL's Partnerships organization is responsible for leading and stewarding strategic institutional partnerships, collaborative research programs with the public and private sectors, technology commercialization, regional economic development, and entrepreneurship, while working to ensure that ORNL's research activities and results are protected, as needed, to maximize scientific and technical impact for the United States. This position will report to the Partnerships Director.

ORNL is the largest US Department of Energy science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security. Our diverse capabilities span a broad range of scientific and engineering disciplines, enabling the Laboratory to translate fundamental scientific discoveries into new technologies.

Major Duties/Responsibilities:

Operations:

  • Formulate long-term operational strategies in collaboration with Partnerships Director that integrate with the mission of the directorate to include Technology Transfer, Economic Development, Research Security, and Strategic Partnerships.

  • Implement efficiencies in operations in Technology Transfer, Economic Development, Research Security, and Strategic Partnerships.

  • Work with Partnerships office and key leaders in the directorate to facilitate directorate-level Laboratory planning processes and contributions to the annual report

  • Coordinate the Partnerships internal and external web presence to foster continuous improvement.

  • Support the Partnerships Director in implementing the operational improvements needed for the Partnerships mission and to meet the expectations of the Laboratory Agenda and PEMP goals/objectives.

  • Be cognizant of activities in the directorate and the associated operational challenges and propose operational improvements to increase efficiencies, reduce risks, and remove hazards.

  • Be active in laboratory-level activities such as strategic planning and policy development, commitment management, and lead assessment and corrective action teams on occasion.

  • Review and assess the impacts on Partnerships of proposed ORNL initiatives and management systems changes and develop implantation plans to ensure safe, secure, effective, and efficient operations within Partnerships.

  • Represent Partnerships by communicating issues, lessons learned, best practices, and challenges related to management systems, operations, safety, security, compliance, and performance assessments to the Operations Managers Forum, Management System Owners, and ORNL's Leadership Team, as needed.

  • Facilitate special activities including workshops, specialized committees, etc., for Partnerships, ORNL, and select institution-level industry and SPP sponsors.

  • Assess and coordinate responses to requests for input from laboratory management, DOE, and other sponsors (e.g. annual data calls from DOE-HQ, DOE-SC, and DOE-OTT).

  • Deliver ORNL's mission by aligning behaviors, priorities, and interactions with our core values of Impact, Integrity, Teamwork, Safety, and Service. Foster a respectful workplace - in how we treat one another, work together, and measure success.

Oversight:

  • Coordinate with the Partnerships Leadership Team to provide operational support to Partnerships staff to maintain compliance with all applicable federal and state laws, DOE orders, and ORNL policies and procedures.

  • Support the Partnerships Director and Leadership Team in ensuring directorate compliance with operations related ORNL policies, standards, procedures, requirements, and tools as documented in the Standards Based Management System (SBMS).

  • Accountable to the Partnerships Director for leadership and oversight of operations-related management systems, operations, safety, compliance, and performance assessments across the directorate.

  • Accountable to the Partnerships line management and staff for the development and deployment of operations related mechanisms that support safe, efficient, and effective partnerships activities.

Basic Qualifications:

  • BS in relevant discipline and 8+ years relevant experience or, equivalent combination of education, experience, and specialized training will be considered.

  • 5 or more years of experience in effectively leading operational teams and creating operational efficiencies.

  • Experience in successfully driving operational activities within scientific/technical and/or R&D mission support organizations.

  • Excellent written and oral communication skills.

  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

Preferred Qualifications:

  • Familiar with DOE programs and facilities.

  • Familiar with applicable DOE regulations for conduct of operations and safe practices or be able to understand regulations and maintain compliance in a DOE facility.

  • Demonstrated ability to work collaboratively with a diverse group of people having a wide range of operational, technical, and scientific backgrounds.

  • Excellent written and verbal communication skills.

  • Demonstrated record of supporting the professional development of staff.

Authority and Approval Levels:

  • Support the Director of Partnerships in operations and strategy; has proxy on all matters pertaining to the effective operations of Partnerships.

  • Implement operational, procedural, and other requirements within the directorate as warranted.

  • Direct actions necessary to correct deficiencies and to enforce corrective actions within the directorate.

  • Commission independent assessments, reviews, and other oversight mechanisms within the directorate.

  • Shut down or restrict any operation considered to be unsafe or outside the facility operating boundary.

  • Participate in and approve critiques, incident investigations, and occurrence reports within the directorate.

Accountability:

  • To the Partnerships Director for leadership and oversight of management systems, program execution, operations, safety, compliance, and performance assessments across the entire directorate.

  • To Partnerships Line Management and staff for the development and deployment of operations-related mechanisms that support safe, efficient, and effective mission work.
