Position Description
Provide oversight for planning, budgeting, design, procurement and project management functions for telecommunications projects implemented, to meet the requirements of Santee Cooper business functions to provide cost-effective and reliable telecommunications services. Responsible for leading development of conceptual (10 year) and detailed (5 year) plans for Santee Cooper's private bulk telecommunications infrastructure, to meet electric utility Generation, Transmission, Distribution and administrative/business requirements across the Santee Cooper system. These plans are also coordinated with Transmission Planning to facilitate cost effective installations, where applicable. Utilizes extensive utility experience and judgment to accomplish goals and uses a high degree of creativity and latitude to meet changing technologies and evolving requirements. Assists with bridging Information Technology (IT) capabilities with critical Transmission Power Delivery Operations Technology (OT) requirements, within the Technology Services organizational structure. Provide guidance and direction for the integration of telecommunications facilities vital to electric utility control and operation functions through infrastructure designed and constructed for high availability and high reliability. Provide direction for technologies required to deliver technology services across the Santee Cooper system, including SCADA, protective relaying, TDM, Internet, VoIP, MPLS, T-1, GigE, and Metro Ethernet. Plans and manages activities for a staff of engineers and technical staff to ensure objectives are met.
Essential Job Tasks:
Provides cost-effective and reliable bulk telecommunications solutions for to meeting business processes and critical functions through ongoing Technology Services and Transmission Power Delivery coordination with other Santee Cooper business units.Formulates infrastructure plans, technical specifications, time and cost requirements, and ensures telecommunications projects meet strategic needs. Oversees multiple corporate telecommunications projects representing multi-million-dollar capital investments., including responsibilities for planning, budgeting, managing costs, project management scheduling, organizing, designing, and management reporting.Coordinates with other business units (principally Power Delivery, Competitive Markets and Generation, Retail Operations) in the advancement of bulk communications infrastructure project plans, budgets and facilities.Represents Technology Services in defining bulk communications infrastructure requirements for meeting the needs of all core Santee Cooper business functions.Cooperates with corporate cybersecurity and NERC-CIP administration to provide telecommunications facilities meeting business requirements within defined security parameters, where applicable.Collaborates with System Communications and Network Services units, within Telecom Services, to facilitate operational needs, developmental requirements and telecommunications system reliability needs.Supervises and coordinates the overall design efforts of the Communications Plan Design unit, including fiber optic communications facilities, licensed/unlicensed microwave radio technologies and two-way voice communications via digital trunked radio.Leads efforts to expand deployment of SONET optical transport systems to enhance resilience of Santee Cooper communications networks.Oversees the evaluation and conceptual architecture development of progressive, long-term bulk communications infrastructure migrations) to meet anticipated Santee Cooper needs. Which may include potential innovation and efficiencies available through adopted use of SONET, emerging MPLS and Carrier Ethernet platforms for utility use.Directs and manages licensing activities associated with the Federal Communications Commission (FCC) addressing radio frequency licensing.Administers registration and compliance functions specified by the Federal Aviation Administration (FAA) addressing Santee Cooper-owned communications towers.Ensures Santee Cooper compliance with all Local, State and Federal regulations impacting existing telecommunications infrastructure as well as new facilities and systems.Administrates processes and contractual agreements with outside entities pursuing collocation leases for use of Santee Cooper-owned communications tower space.Responsible for safeguarding primary business functions of Santee Cooper communications tower assets, through utilization of utility experience and judgment, to preserve financial and collaborative benefits of tower collocation opportunities and minimize potential impacts to current and future Santee Cooper operations.
Position Requirements
This position may be eligible for hybrid (remote and in person arrangement).Bachelor's Degree in Electrical Engineering + 10 years experience.South Carolina PE license required.
Compensation Information:
$114,360 - $142,940 (min. - mid.)
