Overview
The Vermont Department of Health Division of Substance Use Programs is looking for a senior professional level Administrative Services Director I to lead the financial, budgetary and operational needs of the Division. The incumbent will have responsibility for all fiscal operations for the Division of Substance Use Programs, including a diverse financial portfolio that includes federal, state and special funds. This position will supervise operations and grants management teams in the development and monitoring of budgets, federal and sub-grants management, contracts management and administrative functions. This position will be responsible for specific complex fiscal functions (budget development, vendor management, federal program fiscal administration). This position, Administrative Services Director I (Job Requisition #52401), is open to all State employees and external applicants. AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. In accordance with AHS Policy 4.02, Hiring Standards, Vermont and/or national criminal record checks, as well as DMV and adult and child abuse registry checks, as appropriate to the position under recruitment, will be conducted on candidates, with the exception of those who are current classified state employees seeking transfer, promotion or demotion into an AHS classified position or are persons exercising re-employment (RIF) rights. Work is performed in a standard office setting. Minimum Qualifications
Bachelor's degree in accounting, business or public administration, office administration or a related field AND three (3) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency. OR Bachelor's degree AND five (5) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency. OR Master's degree in accounting, business or public administration, office administration or a related field AND one (1) year or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency. OR Two years of full-time college coursework or associate's degree AND seven (7) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency. OR High School diploma or equivalent AND nine (9) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency. OR One (1) year or more of experience as an Administrative Services Manager III with the State of Vermont. NOTE: Only administrative work experience is qualifying. Administrative support includes those functions which keep the organization running or provide the resources for others to provide the programmatic work (e.g., accounting, budget management, grant administration, finance, human resources, payroll, purchasing, or space management).
