The Judicial Services Program Administrator is responsible for oversite of the Pretrial Services and Community Service programs of the Judicial Services Division.

Duties
-
Manager
Provides overall leadership to the Pretrial and Community Service programs in the Judicial Services Division. Develop strategies, programs, and policies/procedures to support business functions, coaches, and sets expectations for staff, and enforces adherence to policies/procedures. Provides supervision on daily logistical and programmatic tasks, and activities associated with delivery of services. Aligns coaching, mentoring, and employee training development with organizational goals, develops internal trainings in alignment with federal, state and local programming. Issues formal performance evaluations, provides constructive feedback, affirms employee's strengths and positive attributes. Communicates to lower-level leadership consistency standards in performance ratings and holds calibration meetings during review periods to ensure consistency. Administers and provides guidance on coaching and corrective actions (with approval from HR and Legal) and ensures employee relations issues are handled legally and within guidelines/policy. Develops staffing strategy and oversees hiring of staff, ensuring a high quality, productive workforce. Functional In coordination with the Division Manager develops Pretrial and Community Service policies and procedures in accordance with directives from the County, Community Resources Department Director, courts and related statutes. Implements new policies and procedures related to the Pretrial and Community Service Programs. Ensures the Pretrial and Community Service programs adhere to established policies and procedures and related statutes. In cooperation with the Division Manager monitors program compliance with guidelines, standards, objectives, and performance measures. Tracks program performance measures in the County's performance management system and reports out on same as required. Maintains current knowledge and information concerning rules, regulations and statutes related to the Pretrial and Community Service Programs and communicates same. In coordination with the Division Manager represents the Pretrial and Community Service programs with state and local agencies and units of government on relevant county and state committees and organizations; maintains cooperative relationships with same. Serves as Division Manager in their absence.

- Initiative: Must accurately identify internal and external customer needs and be proactive in adjusting processes to ensure program outcome goals are met. Must be able to make sound decisions and work with minimal oversite.
- Technical Skills: Must have intermediate computer skills. Must have the ability to facilitate unit meetings. Must have adequate knowledge of the various computer software systems and monitoring equipment utilized by Judicial Services.
- Public Relations/Customer Services: Must be able to establish and maintain positive relations with various criminal justice agencies, elected officials, and other system stakeholders.
- Supervisory Effectiveness: Must be able train, coach, and provide guidance and direction to subordinates. Must be able to provide objective and appropriate feedback to subordinates. Must be familiar with County personnel policies and effective documentation practices.
- Planning and Organizing: Must have adequate calendaring, time management and prioritization skills to be able to guide co-workers.
- Communication: Must be able to adequately address issues and problems through effective oral and written communication.
- Judgement/Decision Making: Must be able to make sound, independent, reasonable decisions consistent with laws, regulations and policies.
- Teamwork/Cooperation: Must be able to facilitate teamwork among subordinates, peers, management, and external customers, and foster a positive work environment.

Requirements

Education and Experience:
Bachelor's Degree in criminal justice, sociology, psychology, public administration, or related field. 5+ years' experience in Pretrial, Community Service, Probation, Community Corrections or related field 3+ years supervisory experience Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.

In the office spends 90% of each day sitting and another 10% either walking or upright. Occasionally lifts, carries, pulls or pushes up to 20 lbs. Occasionally climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties. Oral and auditory capacity enabling constant interpersonal communication through automated devices, such as the telephone and computer email system. Constant use of hand, finger, and eye coordination enabling operation of office and field equipment. Visual capacity enabling constant use of computer or other work related equipment.
Definitions: Occasionally: Activity exists less than 1/3 of the time. Frequently: Activity exists between 1/3 and 2/3 of the time. Constantly: Activity exists more than 2/3 of the time.
