DESCRIPTION OF WORK
-
In this role, you will support unit members in conducting various traffic studies, which include measuring sight distances, analyzing speed limits, assessing truck restrictions, identifying hazardous walking routes, and evaluating the need for multi-way stop signs. You will be responsible for entering, updating, and revising traffic volume data, legal speed limits, and other relevant traffic information within the Department's computer system, specifically related to the Traffic Studies Section's duties. Your tasks will also involve collecting and analyzing data, as well as preparing diagrams for both manual and automatic traffic recorder (ATR) counts, which includes data entry and subsequent analysis. Additionally, you will plot and assist in the creation and interpretation of collision diagrams and crash studies, extracting reportable crash data, homogeneous reports, and crash cluster information from the CDART crash database for use by the Department, engineering consultants, or for public and press inquiries. You will collaborate with the District Highway Safety Specialist/Engineer in preparing safety-related projects and serve as a backup user for SAP Application Plant Maintenance. Proficiency in CAD and SignCAD software will be essential for plotting crash diagrams, compiling traffic study information, designing signs, and fulfilling other drafting requirements. You will also assist in reviewing signing plans and specifications submitted both in paper and electronic formats for roadway design and construction projects, as well as conducting signing reviews on State Highways to identify missing, worn, or damaged signs that require replacement, ensuring accurate inventory in the SAP system. Your responsibilities will extend to reviewing and processing banner submissions, special event notifications, race agreements, and film shoot agreements, as well as evaluating low-volume Highway Occupancy Permit (HOP) submissions. You will assist in deploying the Department's Speed Minder Trailers as necessary and participate in District Project Scopings when required. Effective communication will be key, as you will write letters and emails or make phone calls to the public, businesses, elected officials, and engineering consultants regarding traffic and engineering studies, while also preparing reports of field data for design purposes.

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Dunmore.
- Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year of experience as an Engineering Technician (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Three years of experience performing transportation engineering technical assignments, such as traffic control data collection, highway sign surveys, traffic signal inspection, materials sampling, testing, or inspection, construction inspection, bridge inspection, survey work, utility relocation, roadway programs management, or roadway materials control; and graduation from high school; or
- One year of experience performing transportation engineering technical assignments, such as traffic control data collection, highway sign surveys, traffic signal inspection, materials sampling, testing, or inspection, construction inspection, bridge inspection, survey work, utility relocation, roadway programs management, or roadway materials control; and an Associate's Degree in the field of mathematics, statistics, or a civil engineering technology; or
- An equivalent combination of experience and training.
