THE POSITION
-
The Department of Housing Services is looking for two critical team members to join our Data and Evaluation team within the Homeless Services Division. The two Homeless Management Information System (HMIS) Program Specialist opportunities will work in the following programmatic areas:
Housing Programs HMIS Administration and Support This role will focus on providing general support to an assigned portfolio of providers, typically focused on Housing Programs. It is responsible for working with providers on data quality, HMIS user support needs, HMIS program administration and workflow design, and training development. Access Programs HMIS Administration and Support/Reporting Specialist This role provides HMIS administration, user support, manages data quality, and develops workflows and training for our Access Programs (Shelter, Street Outreach, and Liaisons). Additional responsibilities include providing reports, refreshing operational dashboards, responding to ad hoc data requests, and other reporting activities.
The Homeless Services Division works collaboratively across departments, with partner public agencies, and community-based organizations to design, implement, and oversee dynamic services addressing homelessness and creating housing stability across the County. Our programs fund outreach, shelter, housing placement and retention services, along with permanent supportive housing for more than 3,000 people every year. The ideal candidates will:
- demonstrate an in-depth understanding of policies and procedures that advance equity and inclusion in data management systems.
- have exceptional Microsoft Excel skills and feel comfortable joining multiple different data sources together, manipulating data, and summarizing information.
- thrive in developing and managing program procedures, training, evaluation, and monitoring with the ability to interpret regulations and policies for program application.
- have a broad understanding of data management systems, ideally the HMIS used by Continuum of Care entities, or other data management systems that track programmatic inputs and outcomes to better serve the community.
- be familiar with the concept of a Coordinated Entry System.
- enjoy data quality management responsibilities while skillfully managing relationships with colleagues and partner organizations to ensure compliance with monitoring requirements.
- possess advanced organizational skills with the ability to handle multiple assignments simultaneously.

ESSENTIAL JOB DUTIES

In any given week, these roles will work on the following types of tasks:
- Developing and conducting training for HMIS Users.
- Maintaining privacy and security compliance of HMIS Users.
- Writing HMIS Program workflow documentation for user guides and manuals.
- Developing and maintaining internal controls and reference materials to promote data quality and data timeliness standards in alignment with various reporting requirements.
- Monitoring data quality, including through reconciling data from multiple sources to ensure accuracy in HMIS.
- Performing HMIS system administration tasks associated with program set up, user profile maintenance, and program assessment maintenance
- Developing and maintaining systems to promote data quality and data timeliness standards to external partners.
- Supporting local and Federal reporting requirements through data review and clean-up in a timely and organized fashion, complying with all regulatory requirements and guidelines.
- Effectively and efficiently communicating with peers and management team; positively collaborating with coworkers, celebrating success and overcoming opportunities; contributing to an optimistic and supportive team environment in a way that elevates morale, sharing concerns with management team, when needed.
- Championing diversity, equity, and inclusion in all interactions and communications.
- Supporting all organizational goals to deliver exemplary customer service to our community.
- Continually seeking efficiency gains and cost-savings across designated function.

The Reporting Specialist will also have the following essential duties:
- Developing and generating regular and ad-hoc reports, visualizations, and presentations which highlight demographics, utilization, trends, and gaps in service provision to support informed and equitable homeless services delivery.
- Collecting, cleaning, organizing, and summarizing data from multiple sources while monitoring for accuracy and completeness.
- Providing support for maintaining data documentation including data dictionaries and data flow diagrams.

MINIMUM QUALIFICATIONS

Education and Experience:
- An Associate's Degree in a social service, business administration, or related field; AND One (1) year of work experience in program administration, development, evaluation, or coordination, and /or contract administration; OR
- Three (3) years of work experience in program administration, development, evaluation, and/or contract administration.
Additional Requirements
- Completion of a criminal history check in accordance with Oregon Administrative Rules.
