Position Summary

Under the general direction of the Associate Vice Chancellor of Instruction, the Dean of Dual Enrollment and Workforce Development will be responsible for:
Dual Enrollment The Dean will establish Memorandums of Understanding (MOUs) that align with career and general education pathways and deliver consistent messaging in marketing dual enrollment courses to parents and students. The Dean will track progress and report on course and enrollment targets monthly to the Career Education Council and district leadership. In addition, the Dean is responsible for advancing district interests including, but not limited to: developing processes and protocols, seeking grant funding, guiding the development of applicable policies and regulations, tracking and implementing legislative mandates and dual enrollment outcomes, advocating for needed resources, coordinating professional development, ensuring PeopleSoft integration as it relates to application, enrollment, outcomes and other relevant data tracking, and preparing data requirements for auditing purposes. The Dean has primary responsibility for administration of GE and CE dual enrollment across the four colleges. The Dean will establish operational practices for scaling dual enrollment with a focus on diversity, equity and inclusion. The districtwide process will replicate and build upon successful practices established at the Los Rios colleges.
Workforce Development The Dean will be responsible for administration and supervision of the district's efforts to offer vital career education programs for our community: working with administrators and faculty to develop and implement Career Education (CE) pathways; creating strategies to address the Board of Governors' initiatives related to career education; leading efforts to advance the district's Career Education course and program outcomes; and providing oversight of the Strong Workforce Program (SWP), Perkins and related grants. Emphasis will be placed on the growth and continuous improvement of Career Education programs across the district.
The Dean will represent the district in regional workforce education and training initiatives and coordinate with the Los Rios colleges on the direct development and expansion of CE programs and potential partnerships with appropriate industries, high schools, community organizations and universities as they relate to career programs. In addition, the Dean will assist in the interface of the district with state and federal agencies and local industry, economic development, and educational partners in LRCCD's efforts to lead the region in Career and Technical Education (CTE) and workforce development.

Typical duties may include, but are not limited to:
LEADERSHIP/COORDINATION:
- Guiding the development of applicable policies and regulations, and developing processes and protocols to remove logistical barriers and advance dual enrollment programming.
- Providing leadership and direction in the coordination of scheduling, facility oversight, and ordering equipment each semester.
- Coordinating the use of instructional facilities and evaluating off-campus facilities in support of the Area programs.
- Supporting faculty and staff in seeking external funding to strengthen Area programs.
- Providing leadership for the continuous development of specialized Area programming.
- Fostering a culture of completion which encourages degrees, certificates, job preparation and transfer.
- Resolving student, staff, and faculty concerns and conflicts using conflict resolution techniques.
- Functioning as the first line administrator in the planning, development, implementation, and evaluation of assigned instructional programs and services.
- Supervising coordinators, and faculty in assigned instructional programs.
- Supervising staff in assigned programs.
- Coordinating the faculty and staff selection process including developing and reviewing selection criteria, recruiting, screening, interviewing and recommending within areas of responsibility.
- Providing administrative leadership in the development and management of the budget in areas supervised.
- Developing and managing appropriate grant activities and opportunities.
- Providing leadership in implementing LRCCD's Strategic Plan, goal area #4 (workforce development). *
- Providing leadership for the instructional Strong Workforce Program (SWP) across the four Los Rios colleges and coordinating regional SWP planning
- Developing and implementing a structured process for evaluating SWP investments, facilitating discussions on findings, and identifying methods to enhance student outcomes. Providing oversight of the Centers of Excellence (CE) grants. Providing oversight of the Perkins V bi-annual needs assessment. Including drafting assessment and vetting with internal and external agencies, business, and industry.
- Managing external contracts supporting the district's workforce development projects.
COLLABORATION/TEAM BUILDING:
- Supporting the development of MOU's and course agreements.
- Working with college constituents to ensure dual enrollment students are afforded necessary supports and services required for their success.
- Assisting colleges in developing and implementing regional SWP projects. Serving as district liaison to colleges in implementing SWP.
- Working with managers, staff, and faculty across the district to facilitate consensus and action on issues.
- Representing Los Rios Community College District and colleges in meetings and conference calls.
- Assisting colleges with the development of partnerships with external agencies, business, and industry.
- Supporting regional CE alignment efforts by participating in activities with regional partners such as Valley Vision, Sacramento Employment Training Agency, and Roseville Chamber of Commerce.
- Serving as a liaison between Area departments and multiple internal and external agencies.
- Facilitating communication between the Area and the college at large and coordinating Area programming and services across the college such as Disabled Students Programs and Services (DSPS), Counseling, Learning Communities, etc. to address the needs of students.
- Working cooperatively with the administrative team in support of college goals and serving on teams, committees and work groups as appropriate.
PROJECT DOCUMENTATION/DELIVERABLES:
- Providing facilitation and guidance in the establishment and evaluation/assessment of student learning outcomes to determine the effectiveness of student learning in this area.
- Auditing Area programs to ensure compliance with the requirements of both the State Chancellor's Office and accreditation requirements concerning curriculum, faculty, and students.
- Evaluating and assessing the use of instructional technologies.
- Preparing proposals, requests and reports relating to schedules, staffing, budgets, and textbooks.
- Developing and administering the Area budget and external grants.
- Working with department chairs to develop class schedules, unit plans, and program plans.
- Utilizing technological tools to increase workflow efficiencies for document completion, signing, and routing.
- Tracking and implementing legislative mandates and preparing data requirements for auditing purposes.
- Drafting policy to support districtwide response to emerging issues.
- Developing and implementing protocols and procedures to ensure adherence to state and federal guidelines.
- Managing special projects in collaboration with instructional faculty that improve the quality of education and advance outcomes for CE students.
- Providing oversight of the SWP and Perkins application, plans and quarterly reporting. Approving local SWP proposals to ensure compliance with the legislative requirements.
- Managing regional SWP projects, such as the regional advisory boards, career search platform and job placement services.
- Supporting the Regional Collaboration & Coordination Special Projects Committee and leading grant implementation efforts (securing contracts, monitoring progress, & reporting outcomes)
- Providing oversight of the clinical placement coordination project, addressing gaps in process and improving outcomes.
BUDGETING:
- Planning, developing, and submitting regional SWP and Perkins budgets, and providing oversight of district workforce development contracts.
- Monitoring SWP, Perkins, and other grant budgets, providing guidance to colleges on spending guidelines, restrictions, and reporting deadlines.
- Communicating reporting deadlines to ensure reports are completed accurately and on time.
- Reconciling internal records with quarterly and annual fiscal reports.
- Serving as the primary contact with the CCCCO monitor for SWP and Perkins, sharing relevant information and guidelines with college stakeholders.
- Troubleshooting reporting issues with the CCCCO monitor and guiding college stakeholders.
- Collaborating with Ethan Way staff and Grants & Contracts to identify and address budget discrepancies for accurate reporting.
TRAINING/STAFF DEVELOPMENT AND SUPERVISION:
- Providing support to faculty to promote student success of Area curriculum and programs.
- Overseeing staff and faculty recruitment, selection, evaluation and development.
- Enforcing guidelines pertaining to student recruitment and retention.
- Coordinating and directing the supervision and evaluation of all classified staff.
- Supervising Centers of Excellence staff. Mentoring and conducting performance reviews.
Performing other duties as assigned.

Minimum Qualifications
-
- Have a master's degree from an accredited institution completed by date of hire.
- Have two years of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.
- Have an equity-minded focus, responsiveness, and sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, including those with physical or learning disabilities as it relates to differences in learning styles; and successfully foster and support an inclusive educational and employment environment.
