Job Overview
Chugach is seeking a Subject Matter Expert IV (Technical Project Manager) to support the US Coast Guard IT Services team and provide day-to-day IT program support to NIWC. The position requires an experienced Technical Project Manager expert to support the project. Occasional travel may be required. Salary Range: $130,000.00 - $165,000.00 Work Model: Onsite/In-Office
Responsibilities
Essential Duties & Job Functions:
- Plan and implement enterprise level IT projects. Ensure all projects are delivered on-time, within scope, and within budget.
- Assist in defining project scope, objectives and deliverables, involving all relevant stakeholders while ensuring technical feasibility.
- Develop detailed project plans to monitor and track progress and deliverables. Share project plans with stakeholders, while taking ownership of updating and improving tracking mechanisms.
- Manage changes to project scope, project schedule, and project costs using appropriate verification techniques.
- Promote and maintain communication between the project team and project sponsor, and other relevant stakeholders.
- Propose and manage new mechanisms to improve project workflow efficiencies, and proactively identify points of weakness and inefficiency working with project leads to identify solutions.
- Measure project performance using appropriate tools and techniques. Report project progress as well as problems and solutions to stakeholders and escalate as needed.
- Perform risk management to minimize project risks.
- Create and maintain comprehensive project documentation.
- Track project performance to analyze successful completion of short and long-range goals. Identify delays and propose solutions to prevent future delays, while improving overall delivery schedule.
- Continuously improve the project management toolkits and methodologies used. Recommend IT strategies, policies, and procedures by evaluating organizational outcomes; identifying problems; evaluating trends; anticipating requirements.
- Develop spreadsheets, diagrams and process maps to document needs. Evaluate and assess results of completed projects.
- Meet budgetary objectives and adjust project constraints based on various analysis.
- Ensure customer satisfaction through project debrief with clients.
- Document all estimates, project statuses, and project completion paperwork.
- Proven work experience in enterprise level IT project management involving developing project plans, task tracking, coaching, leading teams, process improvement, planning, and performance management.
- Perform additional duties as assigned.
Job Requirements
Mandatory
- U.S. Citizenship.
- BS Degree in Business or engineering.
- Five (5) years of relevant work experience as a Technical Project Manager.
- Two (2) years of business analyst experience.
- Four (4) years of DoD Experience.
- CAPM Certification.
- Ability to obtain and maintain SECRET Security Clearance.
- Must be able to successfully pass a pre-hire background check and drug test.
