ASSISTANT DIRECTOR OF STREETS & SANITATION DEPARTMENT OF PUBLIC WORKS & PARKS CITY OF WORCESTER The City of Worcester is seeking qualified applicants for the position of Assistant Director of Streets & Sanitation for the Operations Division within the Department of Public Works & Parks. Under the direction of the Director of Streets & Sanitation, the position will supervise the work of a large group of employees engaged in the construction, operation, maintenance, and repair of streets as well as the operations of refuse collection, disposal, and sanitation. The employee will supervise other related public work functions, including civil disaster cleanup and safety operations, civil defense activities and any function of a public works nature that may be assigned to the Department of Public Works & Parks (DPW&P), such as, but not limited to, construction, operation, maintenance, and repair of municipal facilities and snow & ice operations.

- Manage the Snow and Ice Control Program including the coordination, hiring, invoicing and assignment of contractors and equipment
- Keep track of location and hourly weather temperatures and conditions during snow event on the Vaisala app or similar
- Review and evaluate the performance of subordinates to ensure maximum productivity and assure that the public is receiving optimum service
- Present verbal and written reports to superiors and maintain administrative and operating records as required by the DPW&P, including calculations, determinations, and check to ensure that street construction and repair is accomplished
- Stress safety and observe personnel at work to ensure safe working conditions and take action to correct unsafe work procedure
- Confirm time, payroll, and cost records for the operations under their command.
- Plan expenditure of funds to ensure operations within budget allowance
- Supervise other related public work functions, including civil disaster cleanup and safety operations, civil defense activities and any function of a public works nature that may be assigned to the DPW&P, such as, but not limited to, construction, operation, maintenance, and repair of municipal facilities
- Prepare budget estimate of annual operating needs and provide supporting data for budget hearings or for City Council proceedings
- Perform related assigned duties
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge and experience in the Snow and Ice Control Program
- Knowledge of modern methods and practices of civil engineering as applied to street maintenance and other street operations
- Knowledge of the practice methods, materials, tools, and equipment used in street maintenance and repairs
- Knowledge of the practice, method, technique, materials, tools, and equipment used in solid wastes collection and disposal practices, including safety precautions
- Knowledge of job hazards and ability to observe and enforce observance of necessary safety precautions
- Knowledge of licensing and operation of construction equipment
- Ability to plan, layout, coordinate, direct and supervise the work of a large group of subordinates
- Ability to motivate other people toward positive action and unified effort
- Ability to establish and maintain cooperative and successful relationships with the public, other City departments, and agencies
- Ability to take independent action and make judgement decisions in the absence of specific direction from high authority
- Ability and willingness to work overtime hours required by operations under their command
- Excellent verbal and written communication skills
- Exercise judgment and creativity in making decisions
MINIMUM REQUIREMENTS:
- High School diploma or equivalent
- Seven (7) years of experience in public works duties involving construction, maintenance, and repair roads, sidewalks, and bridges
- Three (3) years of experience in a managerial capacity involving considerable administrative and direct or indirect supervision of staff
- Excellent written and verbal communication skills
PREFERRED QUALIFICATIONS:
- Associate's degree in a related field
- Ten (10) years of experience in public works duties involving construction, maintenance, and repair roads, sidewalks, and bridges
- Three (3) years of experience with Project Management
- Three (3) years of experience with snow and ice operations
- Experience with maintaining an operational budget
