Our cybersecurity test team is seeking a Software Test Portfolio Manager to support the 47th Cyberspace Test Squadron. This is an exciting opportunity to lead cybersecurity testing efforts and conduct impactful system security analysis.

LOCATION: Lackland AFB, Texas

REQUIRED QUALIFICATIONS / SKILLS

  • Master's degree in a technical discipline (equivalent experience may be considered).
  • Ten (10) years of technical experience.
  • Active, fully adjudicated Top-Secret/SCI clearance (must maintain eligibility).
  • U.S. Citizenship required.
  • Must obtain ISTQB Certified Tester - Foundational Level (CTFL) within 6 months of hire.
  • Proficiency in Waterfall & Agile software development methodologies.
  • Strong understanding of testing processes, automation, test management tools, and best practices.
  • Expertise in developing test strategies, test cases, and evaluating scripts.
  • Solid knowledge of Software Development Lifecycle (SDLC) and standard assurance practices.
  • Experience managing resources, planning, estimation, and project tracking.
  • Familiarity with Acquisition Category (ACAT) 1 program support requirements.
  • Background in budgeting, program management, reporting, stakeholder engagement, and escalation management.
  • Hands-on experience in Test Management, Agile/SAFe, Functional Testing, Automation Testing, API Testing, and project forecasting.

DESIRED QUALIFICATIONS / SKILLS

  • Technical Knowledge:

Familiarity with Linux, Windows, VMware, OSI Model, enterprise network architecture, and communication technologies.

Experience with network traffic collection/analysis, traffic generation, routers, mail/web servers, firewalls, Intrusion Detection & Prevention Systems (IDPS), and antivirus tools.

  • Tools & Platforms:

Proficiency with Jira, Confluence, and Zephyr.

  • Programming & Architecture:

Experience with programming or scripting

Understanding of AFIN & DODIN architecture.

RESPONSIBILITIES

  • Test Program Leadership & Strategy:

Lead the test team in developing a test support strategy, including test techniques, procedures, and reporting methods for assigned projects.

Oversee the development of test program deliverables, including Test Directives, Methods of Test, Test Plans, Safety Plans, and Test Reports.

Ensure adherence to the test process at every stage.

  • Resource & Project Management:

Identify potential manning shortfalls and report to Flight/CC and 47CTS/DO.

Maintain the project folder and tracker in OGDB for each assigned project.

Ensure all test deliverables are properly completed and routed through LiveLink.

Manage multiple test engineers and range/automation engineers to ensure effective resource utilization.

Oversee the successful execution of multiple simultaneous test events.

Monitor program funding, schedules, and technical adequacy, ensuring projects stay on track.

  • Test Execution & Risk Management:

Track test results and provide regular updates to stakeholders.

Ensure timely and accurate reporting of test results and test-related risk assessments.

Stay informed on advancements in testing equipment, methods, and standards.

  • Team Leadership & Collaboration:

Set goals, provide support, and develop strategies to foster teamwork.

Maintain open communication channels with stakeholders and provide regular project updates.

Collaborate with project managers, developers, and business analysts to align testing with project objectives.

Engage with senior management on matters impacting multiple functional areas, divisions, or customers.

Ensure all testing activities are completed on time and within budget.
